Implementing the direction of the Chairman of the City People's Committee in Decision No. 3251/QD-UBND dated August 14, 2025 of the City People's Committee on approving construction registration Decision stipulating and decentralizing the authority to decide on standards and norms for use of specialized areas of agencies, organizations, units and decentralizing the authority to promulgate standards and norms for the area of public non-business facilities. (in addition to the fields of health and education
and training) under the management of Hai Phong city.
Pursuant to Article 49 of Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Promulgation of Legal Documents; The Department of Finance has developed a draft Proposal and draft Decision of the City People's Committee stipulating the decentralization of authority to decide on standards and norms for using specialized areas of agencies, organizations and units, and decentralization of authority to promulgate standards and norms of area of public service works of public service units (other than the fields of health, education and training) under the management of Hai Phong city.
In order to complete procedures and construction documents and issue Decisions of the City People's Committee, the Department of Finance recommends:
– Agencies, organizations, units, and commune-level People's Committees study the content of the Draft document, give their opinions in writing and send it to the Department of Finance before August 28, 2025 for synthesis and reporting to the City People's Committee.
– Request the City Electronic Information Portal Editorial Board to post the Draft content (attached) on the city electronic information portal so that the Department of Finance can carry out the tasks assigned by the City People's Committee according to regulations.
The Department of Finance requests that units pay attention and coordinate implementation to ensure the time required by the Chairman of the City People's Committee./.
