DECISION
On the announcement of amended and supplemented administrative procedures
under the management scope of the Department of Finance

CHAIRMAN OF THE CITY PEOPLE'S COMMITTEE

Pursuant to the Law on Organization of Local Government dated June 16, 2025;

Pursuant to Decree No. 63/2010/ND-CP dated June 08, 2010 of the Government on controlling administrative procedures; Decree No. 48/2013/ND-CP dated May 14, 2013 on amending and supplementing a number of articles of decrees related to controlling administrative procedures; Decree No. 92/2017/ND-CP dated August 07, 2017 of the Government amending and supplementing a number of articles of decrees related to controlling administrative procedures;

Pursuant to Decree No. 118/2025/ND-CP dated June 09, 2025 of the Government on implementing administrative procedures under the one-stop, inter-connected one-stop mechanism at the One-Stop Department and the National Public Service Portal; Decree No. 367/2025/ND-CP dated December 31, 2025 of the Government on amending and supplementing a number of articles of Decree No. 118/2025/ND-CP dated June 09, 2025 on implementing administrative procedures under the one-stop, inter-connected one-stop mechanism at the One-Stop Department and the National Public Service Portal; Decree No. 309/2026/ND-CP dated August 05, 2026 of the Government amending and supplementing a number of articles of Decree No. 118/2025/ND-CP dated June 09, 2025 on implementing administrative procedures under the one-stop, inter-connected one-stop mechanism at the One-Stop Department and the National Public Service Portal, as amended and supplemented by Decree No. 367/2025/ND-CP;

Pursuant to Circular No. 02/2017/TT-VPCP dated October 31, 2017 of the Minister, Chairman of the Government Office guiding the professional control of administrative procedures;

Pursuant to Circular No. 03/2025/TT-VPCP dated September 15, 2025 of the Minister, Chairman of the Government Office guiding the implementation of a number of contents of Decree No. 118/2025/ND-CP dated June 09, 2025 of the Government on implementing administrative procedures under the one-stop, inter-connected one-stop mechanism at the One-Stop Department and the National Public Service Portal;

Pursuant to Decision No. 2722/QD-BTC dated September 29, 2026 of the Ministry of Finance on the announcement of amended, supplemented, and abolished administrative procedures in the field of insurance business under the management scope of the Ministry of Finance;

At the proposal of the Director of the Department of Finance in Report No. 456/TTr-STC dated October 05, 2026.

DECIDES:

Article 1. Promulgating together with this Decision a list of 03 amended and supplemented administrative procedures under the management scope of the Department of Finance. The content of the administrative procedures is announced in Decision No. 2722/QD-BTC dated September 29, 2026 of the Ministry of Finance on the announcement of amended, supplemented, and abolished administrative procedures in the field of insurance business under the management scope of the Ministry of Finance (Details in the attached Appendix).

Article 2. Responsibilities for implementation

1. The Department of Finance is responsible for coordinating with the Department of Agriculture and Environment to implement and guide agencies and units in resolving administrative procedures in accordance with regulations; providing the content of administrative procedures to the City Public Administration Service Center, Public Administration Service Centers of communes, wards, and special zones for public posting, guidance, reception, and return of results of administrative procedures in accordance with regulations.

2. The Office of the City People's Committee, People's Committees of communes, wards, and special zones are responsible for publicly posting administrative procedures at the Public Administration Service Center; relevant agencies and units shall publicly disclose them on the electronic information portal, ensuring timeliness, completeness, accuracy, and compliance with regulations.

Article 3. The Chief of the Office of the City People's Committee; Directors of the Departments of Finance, Agriculture and Environment; Chairmen of the People's Committees of communes, wards, and special zones; Director of the City Public Administration Service Center and relevant organizations and individuals are responsible for implementing this Decision./.
