DECISION

On the promulgation of the list of newly issued,

amended, and supplemented administrative procedures under the management scope of the Department of Finance

CHAIRMAN OF THE CITY PEOPLE'S COMMITTEE

Pursuant to the Law on Organization of Local Government dated June 16, 2025;

Pursuant to Decree No. 63/2010/ND-CP dated June 8, 2010 of the Government on controlling administrative procedures; Decree No. 48/2013/ND-CP dated May 14, 2013 on amending and supplementing a number of articles of Decrees related to controlling administrative procedures; Decree No. 92/2017/ND-CP dated August 7, 2017 of the Government amending and supplementing a number of articles of Decrees related to controlling administrative procedures;

Pursuant to Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop shop and inter-connected one-stop shop mechanism at the One-Stop Shop Department and the National Public Service Portal; Decree No. 367/2025/ND-CP dated December 31, 2025 of the Government on amending and supplementing a number of articles of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop shop and inter-connected one-stop shop mechanism at the One-Stop Shop Department and the National Public Service Portal; Decree No. 309/2026/ND-CP dated August 5, 2026 of the Government on amending and supplementing a number of articles of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop shop and inter-connected one-stop shop mechanism at the One-Stop Shop Department and the National Public Service Portal, as amended and supplemented by Decree No. 367/2025/ND-CP;

Pursuant to Circular No. 02/2017/TT-VPCP dated October 31, 2017 of the Minister, Chairman of the Government Office guiding the professional control of administrative procedures;

Pursuant to Circular No. 03/2025/TT-VPCP dated September 15, 2025 of the Minister, Chairman of the Government Office guiding the implementation of a number of contents of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop shop and inter-connected one-stop shop mechanism at the One-Stop Shop Department and the National Public Service Portal;

Pursuant to the Decisions of the Ministry of Finance: Decision No. 2428/QD-BTC dated August 28, 2026 on the promulgation of newly issued administrative procedures for registering enterprises' training needs in priority or difficult-to-socialize sectors and occupations under the management scope of the Ministry of Finance; Decision No. 2452/QD-BTC dated August 28, 2026 on the promulgation of amended and supplemented administrative procedures in the field of investor selection bidding under the management scope of the Ministry of Finance;

At the proposal of the Director of the Department of Finance in Report No. 397/TTr-STC dated September 4, 2026.

DECIDES:

Article 1. To promulgate together with this Decision the List of 02 newly issued, amended, and supplemented administrative procedures under the management scope of the Department of Finance. The content of the administrative procedures is promulgated in Decision No. 2428/QD-BTC dated August 28, 2026 on the promulgation of newly issued administrative procedures for registering enterprises' training needs in priority or difficult-to-socialize sectors and occupations under the management scope of the Ministry of Finance and Decision No. 2452/QD-BTC dated August 28, 2026 on the promulgation of amended and supplemented administrative procedures in the field of investor selection bidding under the management scope of the Ministry of Finance (Details in the attached Appendix).

Article 2. Implementation Responsibility

1. The Department of Finance, the Economic Zone Management Board, and the Department of Education and Training are responsible for organizing the implementation, guiding the resolution of administrative procedures under their authority, and providing the content of administrative procedures to the City Public Administration Service Center, the Public Administration Service Centers of communes, wards, and special zones for public posting, guidance, reception, and return of results of administrative procedures in accordance with regulations.

2. The City People's Committee Office and the People's Committees of communes, wards, and special zones are responsible for publicly posting administrative procedures at the Public Administration Service Center, ensuring timeliness, completeness, accuracy, and compliance with regulations.

Article 3. The Chief of the City People's Committee Office; Directors of the Departments of Finance, Education and Training; Head of the Economic Zone Management Board; Chairmen of the People's Committees of communes, wards, and special zones; Director of the City Public Administration Service Center, and relevant organizations and individuals are responsible for implementing this Decision./.
