The Department of Finance of Hai Phong City is a specialized agency under the City People's Committee, performing the function of advising and assisting the City People's Committee in state management of finance - budget, prices, public investment, enterprises, collective economy, insurance, securities, and other fields within its management scope as prescribed by law.

Advising and assisting the City People's Committee in state management across state finance sectors:
Manages personnel organization, administration, legal affairs, internal finance, administrative reform, and citizen reception.
Advising on planning, socio-economic development plans, public investment, and resource balancing.
Preparation of budget estimates and settlements for revenue and expenditure; management of local debt; advising on specific financial – budget policies.
Management of bidding, project appraisal, and public investment supervision.
Appraisal and approval of the settlement of investment capital for completed projects.

State management of prices, price appraisal, and cost control.
Management and utilization of public assets, land, and working offices.
