Also joining the delegation were leaders from various departments and sectors: Construction, Finance, Agriculture and Environment, Industry and Trade, Home Affairs, Culture - Sports and Tourism; and the City People's Committee Office. On the local side were comrades Secretary of the Party Committee, Chairman of the People's Committee, and leaders of specialized divisions and departments of Ngo Quyen Ward and Gia Vien Ward.
Vice Chairman of the City People's Committee Nguyen Minh Hung and the delegation directly inspected the site of the investment project for the construction of technical infrastructure in the area of the old apartment buildings Van My and 311 Da Nang (Ngo Quyen Ward). The project involves the acquisition of 96,632 m2 from 10 organizations and 2,038 households. Currently, the locality is focusing on reviewing and preparing dossiers for 320 households who wish to rent or buy social housing at the Lac Vien General Warehouse 3 Project; however, site clearance is still facing difficulties due to a shortage of housing funds for re-rental for 887 households currently renting state-owned houses and a lack of land funds for allocating land with land use fees for 415 households building on the premises.
Working at the headquarters of the Ngo Quyen Ward People's Committee, the delegation heard reports from local leaders on the socio-economic development results for the first 8 months of 2026 and the implementation of Resolution No. 11-NQ/TU of the City Party Committee Executive Board.
According to the report from the Ngo Quyen Ward People's Committee, over the past 8 months, the ward has stably operated a two-tier local government model, completed the reorganization of 52 residential groups down to 30 residential groups, and streamlined from 12 educational institutions to 8 schools. State budget revenue in the area reached 1,582 billion VND, equivalent to 135.35% of the full-year statutory estimate; the growth of total economic product value reached 16%, ranking 11th city-wide. By the end of August 2026, the ward had disbursed public investment capital reaching 72.9% of the capital plan (277.7 billion VND/380.9 billion VND); basically completed site clearance for 4 out of 6 key projects; 100% of administrative dossiers and procedures were resolved on time and ahead of schedule; and simultaneously launched the "TAMMI OA - Ngo Quyen Ward Digital Government" channel to serve residents and businesses.
Reporting at the working session, the leaders of Gia Vien Ward People's Committee stated that in the first 8 months of 2026, the locality focused on drastically implementing socio-economic development tasks associated with solutions according to Resolution No. 11-NQ/TU of the City Party Committee. State budget revenue in the area achieved outstanding results with 118% of the city's assigned estimate; urban management, construction order, environmental sanitation, social welfare, and security and order continued to be maintained stably. By the end of August 2026, the ward's public investment capital disbursement rate reached 61.3% of the capital plan; the locality is urgently urging and striving to increase the disbursement rate to over 75% by the end of Q3 and complete 100% of the 2026 full-year plan.
In parallel, Gia Vien Ward focused on implementing compensation and site clearance for key projects in the area, with a focus on the project to renovate the old Dong Quoc Binh apartment building (phase 2) and the project to renovate Nguyen Binh Khiem sidewalk; accelerating the collection and standardization of land data to complete the land database as directed by the city. At the same time, the locality proposed that the city and relevant departments and sectors soon consider a plan to balance public investment capital, allocate capital plans for 3 essential school projects in the area (including Le Hong Phong Secondary School, Nguyen Trai Primary School, and Sao Bien Kindergarten); guide the process of handling and effectively utilizing surplus public housing and land assets after reorganization and support in resolving difficulties regarding grassroots cultural and sports institutions to meet the living needs of the people.
At the working session, representatives of leaders from city departments and sectors directly discussed and responded to the recommendations and proposals of the two localities related to the mechanism for allocating resettlement housing and land funds, relocating residents from dangerous old apartment buildings; solutions to remove bottlenecks to accelerate the digitization process and build a land database in Q3/2026; decentralization of urban order management and financial support for renovating alleys, streets, and cultural houses after administrative unit reorganization.
Speaking to direct and conclude the working session, Vice Chairman of the City People's Committee Nguyen Minh Hung acknowledged the proactive spirit and efforts of Ngo Quyen and Gia Vien Wards in implementing socio-economic development tasks and Resolution No. 11-NQ/TU. In addition to outstanding results in budget revenue, the Vice Chairman of the City People's Committee requested the two localities to frankly overcome existing shortcomings, focus on accelerating the disbursement progress of decentralized public investment capital, tighten site clearance discipline, urgently standardize and complete the land database to ensure it is "accurate, sufficient, clean, and live," and simultaneously focus on improving the quality of enterprise development and nurturing long-term revenue sources. The two wards need to maintain weekly progress meetings, quantify tasks according to specific timelines, and be determined to disburse public investment capital to over 75% in Q3 and complete 100% of the 2026 annual plan.
Regarding key projects, the comrade requested Ngo Quyen Ward to urgently classify the legal details of each household in the old Van My - 311 Da Nang apartment area, develop a rolling site handover plan, complete the boundary adjustment for 51 households, and coordinate to definitively resolve the temporary housing and resettlement policies for 33 households who have been urgently relocated; and simultaneously complete the procedures for adjusting the Le Lai 47 Flower Garden project, the Le Lai 47 - Le Thanh Tong 92 alley renovation project, and definitively resolve outstanding issues at project No. 4 Tran Phu. For Gia Vien Ward, the comrade requested to finalize the current status data and establish a rolling site clearance critical path for the Dong Quoc Binh project phase 2 before September 15; complete the inventory of the Nguyen Binh Khiem sidewalk project in November 2026; and coordinate with the Department of Finance to review and prioritize investment for 3 school projects in the area, avoiding widespread investment.
The Vice Chairman of the City People's Committee assigned the Department of Construction to lead and coordinate with relevant departments and sectors to report on the plan for allocating re-rental housing funds and social housing to serve the Van My - 311 Da Nang project before September 20, 2026; the Department of Agriculture and Environment to urge the consulting unit to increase personnel for daily land data handover and definitively guide on compensation issues; the Department of Industry and Trade to coordinate research on commercial, service, and night economy potential suitable for planning; and relevant departments and agencies to proactively coordinate and promptly resolve recommendations from the grassroots./.
