(Haiphong.gov.vn) - The Hai Phong City People's Committee issued Official Letter No. 4934/UBND-TTPVHCC dated August 28, 2026, requesting departments, agencies, People's Committees of communes, wards, special zones, and relevant agencies and units to strengthen administrative discipline and order, enhance the responsibility of cadres, civil servants, and public employees, ensuring the resolution of administrative procedures (APs) in a public, transparent, timely, and compliant manner, creating favorable conditions for citizens and businesses.

Accordingly, the City People's Committee requested the heads of departments, agencies, Chairpersons of People's Committees of communes, wards, special zones, and heads of relevant agencies and units to continue strictly implementing regulations on the Code of Conduct for cadres, civil servants, public employees, and workers in state administrative agencies; the plan to implement Decision No. 534/QD-TTg dated March 31, 2026, of the Prime Minister and Conclusion No. 226-KL/TW dated December 11, 2025, of the Party Central Committee Secretariat on rectifying administrative discipline and order, enhancing the operational efficiency of the political system. Concurrently, strictly implement the Working Regulations of the City People's Committee.
In particular, the City People's Committee also requested to strengthen the review of compliance with administrative discipline and order by cadres, civil servants, and public employees directly involved in receiving, guiding, appraising, resolving, and returning results of administrative procedures.
Agencies and units must ensure that the reception, guidance, and resolution of work are equal, public, transparent, in accordance with the required dossier components, procedures, deadlines, and authority as stipulated by law; preventing situations of favoritism, interference, or unduly fast or slow resolution.
The City People's Committee also requested that 100% of APs under its authority be carried out at the Public Administration Service Center at the same level, while strictly implementing regulations on receiving and resolving dossiers. No contact or exchange of AP dossiers outside the Public Administration Service Center; no calling or requesting organizations or individuals to meet privately regarding dossiers under processing; no direct reception, appraisal, resolution, and return of results for APs that must be carried out at the Public Administration Service Center.
For incomplete or invalid dossiers, supplementary guidance must be full, specific, clear, and provided once; minimizing situations where citizens and businesses are repeatedly asked to supplement dossiers due to subjective reasons of the agency, unit, cadre, civil servant, or public employee.
Specifically in the land sector, the Department of Agriculture and Environment is assigned to lead and coordinate with relevant agencies to review all APs in the land sector under the city's management, focusing on procedures with a large number of dossiers, returned dossiers, repeatedly requested supplements, overdue dossiers, or those generating many complaints and recommendations. Based on this, identify causes and responsibilities for rectification and remediation.
The City People's Committee requested the heads of departments, agencies, People's Committees of communes, wards, special zones, and relevant agencies and units to directly direct and inspect the implementation of discipline, order, and the quality of AP resolution within their scope of management.
Periodically, units must check the number of received dossiers, dossiers under resolution, overdue dossiers, dossiers requiring multiple supplements, as well as complaints and recommendations from citizens and businesses; clearly identify the responsibilities of collectives and individuals for each delayed or late dossier, those resolved incorrectly, or those generating complaints and recommendations.
For cadres, civil servants, and public employees who violate administrative discipline and order, harass, evade, shirk responsibility, cause inconvenience, or delay work resolution, the head must promptly consider and handle their responsibility according to regulations.
In cases where cadres, civil servants, or public employees repeatedly violate or fail to meet job requirements in positions that frequently interact with and resolve issues for citizens and businesses, the agency or unit must consider transferring or replacing them according to their authority and legal provisions.
The City People's Committee also requested to link the results of AP resolution, the satisfaction level of citizens and businesses, and the compliance with administrative discipline and order with the assessment of the performance level of collectives and individuals according to regulations.
To enhance the effectiveness of the one-stop and inter-connected one-stop mechanisms, the City People's Committee requested departments, agencies, communal People's Committees, and relevant agencies and units to strengthen inspection, monitoring, and handling of complaints and recommendations from citizens and businesses; proactively review areas, localities, and work positions that generate many complaints and recommendations to take timely corrective and handling measures.
The Office of the City People's Committee is assigned to lead and coordinate in monitoring and supervising the reception, resolution, and return of AP results on the AP Resolution Information System; promptly detecting dossiers at risk of being overdue.
The City Public Administration Service Center and those in communes, wards, and special zones are responsible for strictly implementing the guidance, dossier reception, and result return according to regulations; monitoring the status of dossiers requiring supplements, returned dossiers, and coordinating with specialized agencies to identify causes, especially in cases where dossiers require multiple supplements. Concurrently, publicly disclose information, addresses, phone numbers, and organize the reception and advisory handling of complaints and recommendations from organizations and individuals regarding administrative regulations as stipulated.
The Department of Home Affairs is assigned to lead and coordinate with the Office of the City People's Committee and relevant agencies to organize regular or unscheduled inspections of the performance of duties by cadres, civil servants, and public employees at the Public Administration Service Center, focusing on inspecting compliance with regulations on receiving and resolving APs; implementing the code of conduct, public ethics, public service culture, and responsibility to serve the people. Through inspection, promptly handle or recommend competent agencies to strictly handle acts of abusing positions and powers to harass, cause difficulties, prolong the time for AP resolution, and show negative signs in the performance of public duties.
The City People's Committee requested the Department of Agriculture and Environment to lead and coordinate with relevant agencies to strengthen propaganda, dissemination, and legal education on land, new regulations of the 2024 Land Law and guiding documents; regulations on APs in the land sector to cadres, civil servants, public employees, especially those directly resolving APs, and to citizens and businesses.
Concurrently, develop and provide concise, easy-to-understand guidance content on dossier components, procedures, deadlines, and methods for implementing land APs for propaganda and dissemination.
Agencies and units are requested to strengthen propaganda and education for cadres, civil servants, and public employees on ethics, public service culture, and responsibility to serve the people; simultaneously guide citizens and businesses to correctly exercise their rights, obligations, and AP procedures. Channels for receiving complaints and recommendations must also be made public for citizens and businesses to conveniently report when their legitimate rights and interests are affected.
According to the attached task assignment appendix to the Official Letter, many tasks will be implemented immediately in September 2026, including reviewing compliance with discipline and order by cadres, civil servants, and public employees directly resolving APs; reviewing and rectifying APs in the land sector; reviewing land dossiers with prolonged resolution times; developing easy-to-understand and consistent guidance content for land APs. Some tasks will be performed regularly, quarterly, or based on inspection and evaluation results.
The City People's Committee assigned the Department of Home Affairs and the Office of the City People's Committee as focal agencies to monitor, urge, and inspect the implementation of the Official Letter; synthesize the situation and implementation results, and report to the City People's Committee on matters beyond their authority. The results of task implementation will be one of the bases for considering and evaluating the performance level of agencies, units, and their heads according to current regulations.
