General Secretary and President To Lam proposed that the two sides promote research cooperation in shipbuilding, ship repair, and technology transfer suitable to Vietnam's conditions.
On September 8, within the framework of his State visit to the Russian Federation, in Moscow, General Secretary and President To Lam met with Assistant to the President and Secretary of the Security Council of the Russian Federation Nikolai Patrushev.
At the meeting, Assistant to the President and Secretary of the Security Council of the Russian Federation Nikolai Patrushev expressed his pleasure to meet General Secretary and President To Lam again; at the same time, he warmly congratulated General Secretary To Lam once again on being elected President by the 16th National Assembly of Vietnam, demonstrating his prestige with the Party, State, and people of Vietnam.
Welcoming General Secretary and President To Lam's State visit to Russia this time, Mr. Nikolai Patrushev also recalled his impression of his visit to Vietnam in September 2025, especially the fact that many results of the visit have been and are being implemented very actively.
General Secretary and President To Lam affirmed that the leaders of the Party and State of Vietnam consistently identify Russia as an important and reliable partner, a top priority in Vietnam's foreign policy and development strategy. This was once again affirmed by the recent 14th National Congress of the Communist Party of Vietnam.
In the new development stage, in addition to continuing to consolidate traditional areas of cooperation, the two countries need to proactively create new potential areas, suitable to each side's strengths and needs, in which marine cooperation is a promising direction.
Appreciating the gradual formation of in-depth cooperation mechanisms in the marine sector between the two sides, General Secretary and President To Lam emphasized that Vietnam is a maritime nation with a long coastline and an important geostrategic position; the sea has special significance for the cause of national construction, development, and defense. Vietnam aims to develop a strong and sustainable marine economy, linking economic development with environmental protection, ensuring national defense and security, and improving people's lives.
Welcoming the two sides' identification of cooperation orientations in the marine sector for the 2026-2030 period, General Secretary and President To Lam proposed that the relevant agencies of the two countries urgently concretize them into highly feasible programs and projects, avoiding agreements that only remain at the level of orientations and policies.
General Secretary and President To Lam stated that maritime and transportation are areas of direct significance for increasing trade and economic connectivity between Vietnam and Russia; he proposed that the two sides research the development of efficient sea transport routes, strengthen connectivity between seaports, transport enterprises, and logistics companies of the two countries, thereby reducing costs and creating favorable conditions for goods circulation.
Assessing that Russia has extensive experience, scientific-technological capabilities, and industrial infrastructure in the shipbuilding industry, General Secretary and President To Lam proposed that the two sides research the possibility of cooperation in shipbuilding, ship repair, maintenance, and technology transfer, suitable to Vietnam's needs and conditions.
The two sides highly appreciated the traditional cooperation between Vietnamese and Russian scientists, including positive results within the framework of the Vietnam-Russia Tropical Centre. General Secretary and President To Lam proposed continuing to enhance the operational efficiency of the Vietnam-Russia Tropical Centre; and at the same time expanding research cooperation to marine science, oceanography, biodiversity, marine environmental protection, climate change response, new materials, and technologies serving sustainable marine economic development.
Mr. Nikolai Patrushev highly appreciated Vietnam's vision and orientation for marine economic development; he expressed his desire for the two sides to continue to coordinate closely and effectively implement the cooperation plans and memoranda of understanding that the two sides have achieved, especially further promoting the role of the Vietnam-Russia Tropical Centre. Within the framework of multilateral cooperation on the sea, Mr. Nikolai Patrushev stated that Russia is very interested in promoting marine cooperation with ASEAN.
The two sides also discussed cooperation in ensuring maritime security and safety, preventing various types of crimes and non-traditional security risks at sea; they agreed to strengthen experience sharing, professional exchanges, and coordination between functional agencies based on compliance with the laws of each country and international law, including the 1982 United Nations Convention on the Law of the Sea; they proposed that Russia continue to speak out and make positive contributions to peace, stability, cooperation, and development in the region.
