To implement Resolution No. 11-NQ/TU dated 15/7/2026 of the Executive Committee of the Hai Phong City Party Committee on strengthening leadership and direction in performing the tasks of achieving the GRDP growth target for the last 6 months of 2026 and the 2026-2030 period at an average of 13%/year or higher, the Hai Phong City People's Committee is seeking interested investors wishing to study and implement the Investment Project for Construction of the Road Connecting Lach Huyen Port - Gia Binh Airport under the public-private partnership (PPP) method, applying a BOT or BT contract.
Some preliminary information on the investment plan is as follows:
1. Investment objectives:
- Establish a strategic inter-regional transport corridor, directly connecting Lach Huyen international gateway port with Gia Binh Airport, while also linking with the existing transport network and transport routes under the planning; contribute to completing the transport network of the Red River Delta and Northern Coastal region, enhancing competitiveness and consolidating the role of Hai Phong City as an international gateway.
- Create new development space for Hai Phong City through the formation of a land fund along both sides of the road to develop an inter-regional economic - logistics - industrial - urban corridor; create favorable conditions for Hai Phong City to enhance investment attraction, exploit its potential and advantages, promote socio-economic development and sustainable growth.
2. Investment scale:
- The total route length is approximately 46,55 km (approximately 44,8 km within Hai Phong City, approximately 0,75 km within Bac Ninh City and approximately 1,0 km of bridge length crossing the Thai Binh River); the starting point of the route is at the interchange of Ring Road 3 with National Highway 10, in Luu Kiem Ward, Hai Phong City; the endpoint of the route is at the interchange east of Gia Binh Airport, in Trung Kenh Commune, Bac Ninh City.
- Roadbed scale:
+ Section not running parallel with the railway (approximately 27,8 km): Roadbed width 68 m. The main road is for high-speed automobiles (≥ 80Km/h), with parallel side roads on both sides for motorcycles and low-speed automobiles (< 60km/h), operating in one direction and connecting to transverse routes on the main road.
+ Section running parallel with the railway (approximately 18,75 km, including the section through Bac Ninh City): Roadbed width 8 0m. The main road is for high-speed automobiles (≥ 80Km/h), with parallel side roads on both sides for motorcycles and low-speed automobiles (≤ 60Km/h), operating in one direction and connecting to transverse routes on the main road.
- Connection to major interchanges: Interchanges will be arranged at transverse routes linking regions and areas crossed by the route, including: QL.10 (starting-point interchange Km0+00); proposed planned interchange with QL.10 (Km6+100); QL.17B (Km15+920); DT.389 (Km18+550); DT.388B (Km27+700); proposed planned interchange with Ring Road 5 of the Capital Region (Km34+180) and interchange with DT.390, DT.390D (Km40+180); the average distance between major connecting interchanges is 6,5 km/interchange.
- Connection to existing roads: Restore connections to existing roads by means of community overpasses, pedestrian bridges (or underpasses) to ensure convenient access and harmony with the landscape of the road corridor. During preparation of the Project proposal dossier, appropriate locations will be arranged based on the development needs of each area.

3. Preliminary estimated total investment: Approximately VND 43.743,26 billion.
4. In the case of applying a BT contract, payment in the form of land:
The counter-land fund expected to be used for payment to the investor implementing the Project includes the land fund on both sides of the road and other land funds within Hai Phong City in accordance with the provisions of PPP laws.
