Urging account registration for using the Investment Information System

   Pursuant to the provisions of the Investment Law 2025, Decree No. 19/2026/ND-CP dated January 14, 2026, stipulating the order and procedures for appraising nationally important projects and supervising and evaluating investments, Decree No. 96/2026/ND-CP dated March 31, 2026, detailing and guiding the implementation of a number of articles of the Investment Law, Circular No. 44/2026/TT-BTC dated April 22, 2026, of the Ministry of Finance, stipulating the mẫu báo cáo giám sát, đánh giá đầu tư (investment supervision and evaluation report form); online reporting regime and operation management of the Investment Supervision and Evaluation Information System, implementing the requirements of the Ministry of Finance in Official Letter No. 10362/BTC-TĐĐT dated July 17, 2026, and based on the direction of the Hai Phong City People's Committee in Official Letter No. 8903/VP-XDCT dated July 20, 2026, regarding the urgent implementation of reporting on the Investment Supervision and Evaluation Information System, the Department of Finance requests the esteemed agencies and investors as follows:

1. Regarding the reporting regime for investors and economic organizations implementing investment projects using non-state budget capital:

- Report to the investment registration agency and the statistics agency in the area on the implementation of investment projects quarterly and annually (including the following contents: implemented investment capital, business investment results, labor information, state budget contributions, investment in research and development, environmental treatment and protection, specialized indicators by field of activity):

 (1) In writing, through the National Investment Information System as stipulated in Point a, Clause 2, Clause 3, Article 47 of the Investment Law 2025, Article 94 of Government's Decree No. 96/2026/ND-CP dated March 31, 2026,

(2) Through the National Investment Supervision and Evaluation Information System as stipulated in Clause 8, Clause 11, Article 94 of Government's Decree No. 19/2026/ND-CP stipulating the order and procedures for appraising nationally important projects and supervising and evaluating investments (amended at Point d, Clause 6, Article 99 of Government's Decree No. 96/2026/ND-CP dated March 31, 2026) and Article 7 of Circular No. 44/2026/TT-BTC dated April 22, 2026, of the Ministry of Finance.

The deadline for submitting quarterly periodic reports on investment project implementation is before the 10th day of the first month of the quarter following the reporting quarter, and for annual periodic reports is before February 10th of the year following the reporting year.

- Update information and data on investment projects when selected as investors, approved/approved for adjustment of investment policies, and other contents through the National Investment Supervision and Evaluation Information System as stipulated in Clause 1, Point a, Point c, Clause 2, Clause 3, Clause 4, Article 7 of Circular No. 44/2026/TT-BTC dated April 22, 2026, of the Ministry of Finance.

2. To implement reporting according to the above regulations, the Department of Finance requests:

(1) Investors and economic organizations with investment projects in the city:

+ Urgently review and submit the Q3/2026 report on the implementation of investment projects according to Form No. I.3.1 issued with Circular No. 55/2026/TT-BTC dated May 15, 2026, of the Ministry of Finance, stipulating forms of documents and reports related to investment activities in Vietnam and investment promotion, to the Department of Finance at: No. 06 Hong Bang Street, Hong Bang Ward, Hai Phong City, before September 14, 2026, and simultaneously submit it online through the National Investment Information System at https://fdi.mof.gov.vn/Pages/TrangChu.aspx (according to the guidance of the Department of Finance in Official Letter No. 5822/STC-QLĐTNNS dated June 23, 2026) before September 14, 2026.

+ Urgently register an account on the Investment Supervision and Evaluation Information System according to the instructions (using the enterprise account creation registration form) at the website: https://taikhoan.mof.gov.vn/Pages/default.aspx (for cases where an account has not been registered) and submit the Q3/2026 report at the website: https://nghiepvugiamsatdautu.mof.gov.vn (according to the guidance of the Department of Finance in Official Letter No. 4063/STC-QLĐTNNS dated May 11, 2026) before September 14, 2026.

(2) Request the Associations and Business Associations in the city; People's Committees of communes, wards, and special zones to coordinate in disseminating, propagating, guiding, and urging investors and members to comply with and properly implement the above requirements.

In case investors fail to comply, the Department of Finance will impose penalties according to the provisions of Government's Decree No. 122/2021/ND-CP dated December 28, 2021, stipulating administrative penalties in the field of planning and investment.
