Official dispatch on the implementation of investment monitoring and evaluation reports for foreign investment projects

Pursuant to the provisions of: Investment Law No. 143/2025/QH15, Decree No. 19/2026/ND-CP dated January 14, 2026 of the Government stipulating the order and procedures for appraisal of nationally important projects and investment supervision and assessment, Decree No. 96/2026/ND-CP dated March 31, 2026 of the Government regulating detailing and guiding the implementation of a number of articles of the Investment Law, Circular No. 44/2026/TT-BTC dated April 22, 2026 of the Ministry of Finance regulating investment monitoring and evaluation report forms, online reporting regime and operational management of the investment monitoring and evaluation information system,
The Department of Finance recommends that investors and businesses do the following:
1. Research and implement the provisions of Decree No. 19/2026/ND-CP dated January 14, 2026 of the Government stipulating the order and procedures for appraisal of important national projects and investment supervision and assessment, Decree No. 96/2026/ND-CP dated March 31, 2026 of the Government detailing and guiding the implementation of a number of articles of the Investment Law, Circulars No. 44/2026/TT-BTC dated April 22, 2026 of the Ministry of Finance regulating investment monitoring and evaluation report forms; online reporting regime and operational management of the information system for investment monitoring and evaluation.
2. Regarding updating information, data, monitoring reporting, and investment evaluation of investors according to current regulations:
2.1. Register an account on the Investment Supervision and Evaluation Information System:
Enterprises and economic organizations implementing FDI projects according to the provisions of the Investment Law register accounts on the Investment Supervision and Evaluation Information System at: https://taikhoan.mof.gov.vn
2.2. Implement a regime of periodic investment monitoring and evaluation reports on a quarterly and annual basis:
– Require investors and businesses to strictly comply, establish accounts, and fully update information on FDI projects being implemented in areas outside industrial parks and economic zones according to the provisions of Article 7 of Circular No. 44/2026/TT-BTC of the Ministry of Finance on the investment monitoring and evaluation information system.
– Report submission form: Make investment monitoring and evaluation reports at the Investment Supervision and Evaluation Information System, website address:
https://nghiepvugiamsatdautu.mof.gov.vn, and send a written report to the Department of Finance at the address: No. 06, Hong Bang Street, Hong Bang Ward, Hai Phong City.
– Reporting deadline:
+ Submit quarterly reports before the 10th of the first month of the quarter following the reporting quarter;
+ Submit annual reports before February 10 of the following year; Reported data is from January 1 to December 31 of the reporting year.
– Report form (specified in the Appendix attached to Circular No. 44/TT-BTC dated April 22, 2026 of the Ministry of Finance): Form No. 13: Report on supervision and assessment of the implementation of investment projects (quarterly, yearly) (including the implementation situation and the situation of exploitation and operation of investment projects);
