The City People's Committee has just issued Plan No. 259/KH-UBND on the implementation of the Action Program to implement the ASEAN Economic Community Strategic Plan in Vietnam for the period 2026 - 2030 and 2031 - 2035 in the city for the period 2026 - 2030.
The plan was issued to thoroughly grasp and effectively implement Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 153/NQ-CP of the Government and Decision No. 608/QD-TTg of the Prime Minister. At the same time, concretize the goals of the ASEAN Economic Community in the area, promote the proactive role of the city in the process of international economic integration, strengthen regional connectivity and economic connection with the ASEAN region.
According to the issued plan, the city sets a general goal of promoting Hai Phong's role as a logistics, industrial center and import-export gateway of the Northern region. The city aims to strengthen economic connections with ASEAN countries; develop trade, import-export, logistics, e-commerce and digital economy; improve businesses' competitiveness and ability to participate in supply chains and regional production networks; contributing to building a favorable and transparent business investment environment, aiming for rapid, sustainable economic development and deep integration...
To achieve the set goals, the Plan identifies 6 specific strategic goals. In there:
Strategic goal 1 is an action-oriented community. The city aims for a single common market and a unified production base. Hai Phong will review and integrate integration tasks into its socio-economic development plan; administrative reform, trade facilitation, simplifying investment and import-export procedures; developing commercial infrastructure, logistics, and seaport services; Promote openness, transparency, and reduce compliance costs for businesses.
Strategic goal 2 is a sustainable community. The city will integrate elements to respond to climate change. Deploy green transformation, circular economy, promote green logistics, green ports, and eco-industrial clusters; Developing agricultural commodities, OCOP products, and Halal products that meet ASEAN market quality standards.
Strategic goal 3 is a community that dares to think, dare to do, be bold and innovate. Accordingly, the city will promote the application of science and technology and digital transformation; develop e-commerce and digital economy; Training high-quality human resources in the fields of logistics, international trade, and high technology. Support businesses to innovate production and business models, improve productivity, quality, competitiveness and ability to adapt to market fluctuations. Encourage the formation of innovation ecosystems associated with businesses, institutes, schools and partners in the ASEAN region.
Strategic goal 4 is a proactive and adaptive community; strengthen the global ASEAN agenda. The city actively monitors and evaluates the impact of regional and international economic and trade situations on the city's socio-economic development. Improve forecasting capacity and early warning of market risks, trade barriers, trade defenses, and supply chain disruptions. Strengthen businesses' adaptive capacity in the face of changes in trade policies, technical standards, green regulations and digital transformation. Expand cooperation with localities, partners, and international organizations in the ASEAN region; Take advantage of resources, experience and economic cooperation opportunities. Promote the image, investment environment, trade, logistics and development potential of Hai Phong in the region.
Strategic goal 5 is an agile and resilient community. Enhance the resilience of the economy, especially production, export, logistics and supporting industries; Support businesses to diversify markets, supply sources, and transportation methods.
Strategic goal 6 is an inclusive, participatory and collaborative community. Propaganda about the ASEAN Economic Community; Support small and medium-sized enterprises, cooperatives, production facilities, and OCOP subjects to access information and markets; promote public-private dialogue...
The plan is implemented throughout the city from 2026 - 2030 with a specific roadmap for each year. The City People's Committee also proposed 8 specific solutions to implement strategic goals and assigned specific tasks to each relevant department, branch, and unit in charge of strategic goals.
In particular, the Department of Industry and Trade presides over urging, guiding, and synthesizing the implementation of the Plan; preside over content promoting trade promotion activities, supporting businesses to take advantage of FTAs (RCEP, ASEAN+); developing e-commerce, green logistics, market management and public-private dialogue.
The Department of Finance presides over and coordinates the implementation of the task of improving the business investment environment; Advise and submit to competent authorities the allocation of funds to implement the plan based on the ability to balance the city budget.
The Department of Foreign Affairs presides over international cooperation activities, connecting with ASEAN partners; Coordinate the mobilization of external resources, technical support and promote the image and development potential of Hai Phong. The Department of Science and Technology presides over promoting digital transformation, developing digital infrastructure, innovation ecosystem, and creative startups; Support businesses to innovate technology, apply standards, technical regulations and intellectual property.
The Department of Agriculture and Environment presides over the integration of green growth goals, circular economy, and climate change adaptation into planning; resource management, marine environmental protection, ecological agriculture development, support for OCOP products and Halal products. The Department of Construction presides over the development of a synchronous and modern logistics system, seaport, commercial infrastructure and transport connection infrastructure.
The Department of Home Affairs, the Department of Education and Training, the City Police and related departments and branches are responsible for implementing the tasks of developing human resources, training vocational skills, digital skills and ensuring social order and safety to serve the process of international economic integration.
The City People's Committee requests departments, branches, branches, People's Committees of communes, wards, special zones and related units to seriously implement; Annually report results to the Department of Industry and Trade before November 10 for synthesis and reporting to the City People's Committee and the Ministry of Industry and Trade./.
