(Haiphong.gov.vn) - On the morning of September 6, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, inspected the progress of several key investment projects and worked with the leaders of 6 wards: Chu Van An, Chi Linh, Le Dai Hanh, Tran Nhan Tong, Nguyen Trai, and Tran Hung Dao, regarding the implementation of socio-economic development tasks and the deployment of Resolution No. 11-NQ/TU of the City Party Committee on achieving GRDP growth targets.
Also attending were representatives from the leadership of various departments and agencies: Construction, Finance, Agriculture and Environment, Industry and Trade, Home Affairs, Education and Training, Health, the Economic Zone Management Board, and the Office of the City People's Committee.
Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, and the working delegation conducted an on-site inspection at 4 mineral exploitation and urban development projects, including: The project for exploiting earth and stone mines for common construction materials in the Trai Met Hill and Trai Quan Hill areas (Nguyen Trai Ward), with a scale of 24.7 hectares, invested by the Joint Venture of Binh Minh HD 68 JSC and Development Company No. 1 - One Member LLC; The project for earth and stone mines for common construction materials in the Dai Bo Hill area (Tran Nhan Tong Ward), with a scale of over 42.5 hectares, owned by Truong Sinh Technical and Commercial JSC; The Chi Linh Ecological Urban Area Project by Constrexim Housing Development Investment JSC; and The Residential Area Project adjacent to Thuy Nong River and National Highway 18, invested by Dong Bac Land Company (all located in Chu Van An Ward).
Directly surveying the sites, the working delegation assessed the progress of legal procedures, 1/500 detailed planning, environmental impact assessment reports, forest land use conversion plans, as well as difficulties arising in compensation and site clearance, to promptly complete licensing procedures and bring mineral mines and urban projects into operation on schedule.
Working at the headquarters of the Chu Van An Ward Party Committee - People's Committee, the working delegation heard reports from the leaders of the 6 wards on socio-economic development results in the first 8 months of the year, along with key solutions to achieve an average GRDP growth target of 13% per year or more, in accordance with Resolution No. 11-NQ/TU. Reports from the localities showed that despite the significant workload after mergers and the operation of the two-tier local government model, the socio-economic situation in the area remained stable and achieved many positive results. Some wards recorded impressive budget revenue results compared to the annual estimates, such as Chu Van An reaching over 531.6 billion VND, equivalent to 268.4%; Chi Linh reaching 213.8 billion VND, equivalent to 205.38%; Tran Hung Dao reaching 253.68 billion VND, equivalent to 145.8%; Le Dai Hanh reaching 68.29 billion VND, equivalent to 91.6%; and Tran Nhan Tong reaching nearly 100 billion VND.
The disbursement of public investment capital was decisively directed, achieving a relatively high rate, notably Tran Hung Dao Ward reaching 88.97% of the city's allocated estimate, Tran Nhan Tong Ward reaching 86.08%, Le Dai Hanh Ward reaching 78.4% of local capital, and Chu Van An Ward reaching 66.4% and striving to reach 83.7% by the end of Q3. Concurrently, localities focused heavily on site clearance for major projects such as mineral exploitation to supply materials for Gia Binh Airport, the Hanoi - Quang Ninh high-speed railway, and the renovation of the transmission power grid; accelerated the digitization campaign and cleaned up land databases; and maintained the maximum rate of online public services and digitization of administrative procedures.
At the conference, representatives from the ward leaders also raised several recommendations to the City People's Committee and relevant departments and agencies to address bottlenecks in the arrangement of cadastral mapping consulting units, support the completion of sub-area planning, resolve issues regarding land origin to accelerate site clearance, upgrade grassroots healthcare infrastructure, and promptly supplement teacher staffing for the new academic year.
Concluding the working session, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, acknowledged and praised the responsible spirit, determination, and positive changes of the 6 localities in the first 8 months of the year, especially the breakthrough in budget revenue of Chu Van An Ward, the public investment disbursement of Tran Hung Dao Ward, and the efforts in large-scale site clearance by Le Dai Hanh and Chu Van An Wards. However, he also frankly pointed out some existing difficulties and limitations, especially the low regular budget revenue targets in Nguyen Trai, Tran Hung Dao, and Chi Linh Wards, or the slow and prolonged site clearance progress in some projects.
Emphasizing three core tasks from now until the end of the year according to Resolution No. 11-NQ/TU: budget revenue, public investment disbursement, and site clearance, the Standing Vice Chairman of the City People's Committee requested localities to absolutely not be complacent, to closely follow the growth scenario, critical path, and monthly and quarterly KPI assessment indicators, clearly assigning responsibility to the head of each unit.
The Standing Vice Chairman of the City People's Committee requested Chu Van An Ward to closely coordinate with the Department of Finance and investors to definitively complete site clearance, land allocation, and financial obligations for the Residential Area Project adjacent to Thuy Nong Canal in September, and to re-evaluate the feasibility of the Constrexim project before September 15 to avoid prolonged procedures. For Tran Nhan Tong and Nguyen Trai Wards, it is necessary to coordinate with the Department of Agriculture and Environment to accelerate the definitive resolution of issues at Hang Ho Hill material mines, Dong Mai field, and overdue traffic routes to bring them into early operation. For Le Dai Hanh and Chi Linh Wards, it is necessary to highly focus on site clearance for the high-speed railway project, 110kV power lines, and urgently complete the auction of residential land plots to generate revenue.
The Standing Vice Chairman of the City People's Committee also assigned the Department of Finance to research mechanisms for awarding bonuses and reinvesting appropriate resources for localities with large budget revenues, while also supporting funding for disadvantaged localities and allocating funds to organize major traditional festivals and special national relics. The Department of Home Affairs and relevant functional agencies are to urgently review the regimes for village and residential group officials after mergers, and resolve difficulties regarding teacher shortages. Localities are to coordinate with the Department of Agriculture and Environment to accelerate land surveying and digitization of land data in the wards, ensuring the successful implementation of socio-economic development goals for 2026.
