In implementation of the Resolution of the First Department Party Congress, term 2025 - 2030, and Official Letter No. 723-CV/ĐU dated February 9, 2026, from the Party Committee of the City People's Committee on assigning targets for Party member admission and establishing Party organizations quarterly in 2026, and based on the 2026 Work Program of the Party Committee of the Department of Finance, in the first 9 months of 2026, the Department Party Committee has comprehensively and synchronously implemented all aspects of its work.
The Party Committee paid special attention to improving the quality of Party members, fostering revolutionary ideological and ethical education for the masses, and developing Party members; always identifying Party member development as a regular and important task in Party development work. From the beginning of the year, the Department Party Committee requested Party cells to develop plans and register to create sources for Party development among outstanding masses; assigned comrades who are members of the Standing Committee and members of the Party Committee Executive Committee to be responsible for directing each Party cell as assigned; and supervised training and fostering to effectively carry out Party development work in each Party cell. The Party Committee created conditions and introduced the masses to study and research the Party's guidelines, policies, and lines, state laws, and fostered the masses to raise awareness of the Party. Especially, in the current situation, it is responding to and participating in the campaign "Studying and following Ho Chi Minh's moral example and style" according to Directive No. 05 of the Politburo. It determined the responsibility of the Party cell committee to organize mass organizations to launch emulation movements, thereby introducing outstanding masses to the Party. The Party Committee directed Party cells to link Party member admission with the consolidation and improvement of Party member quality.
As a result, in the past 9 months, the Party Committee admitted 05 comrades in 04 affiliated Party cells (exceeding the assigned target and completing ahead of schedule): the Non-Budget Investment Management Party Cell, the Foreign Economic Relations Party Cell, the Price Management Party Cell, and the Project Settlement Party Cell. The newly admitted Party members are all outstanding, excellent, and active masses of the Party cells, 100% of young Party members have Master's degrees, have a process of striving and training, and have correct and pure motivations for joining the Party, ensuring all standards and conditions according to the regulations and guidelines of the Central Committee.

At the admission ceremony, the Secretaries of the Party cells clearly stated the rights and responsibilities of Party members and assigned tasks to Party members in the Party cells to focus on promoting political and ideological education, being close to Party members, especially new and young Party members; creating an environment for training and challenges. They promoted the responsibility of official Party members in helping probationary Party members to be nurtured in ideals, cultivate themselves, train, and perform the duties of Party members during the probationary period and even after becoming official.

Building on the achieved results, in the coming time, the Department Party Committee determines that Party member development is not only a regular key political task but also a measure of the leadership capacity, vitality, and prestige of the Party organization. The Department Party Committee will continue to focus on effectively implementing the contents as required by Plan No. 73-KH/ĐU dated September 30, 2026, of the Party Committee of the City People's Committee on implementing Plan No. 104-KH/TU dated September 14, 2026, of the Standing Committee of Hai Phong City Party Committee on implementing Conclusion No. 58-KL/TW dated June 26, 2026, of the Politburo on continuing to implement Resolution No. 21-NQ/TW dated June 16, 2022, of the 13th Central Executive Committee of the Party on strengthening, consolidating, building grassroots Party organizations, and improving the quality of Party members in the new period.
