City's September Regular Meeting: Resolutely Removing Bottlenecks, Creating Breakthrough Growth in the Last Months of the Year
(Haiphong.gov.vn) - On the morning of September 28, the City People's Committee held its regular meeting for September 2026 to evaluate the results of socio-economic development tasks in September, Q3, and the first 9 months of the year; concurrently, implementing key solutions for Q4/2026 in a direct format combined with online connections to commune, ward, and special zone points across the city.
Comrade Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, chaired the meeting. Also attending were Vice Chairmen of the City People's Committee; representatives of the City People's Council, Hai Phong National Assembly Delegation, City Labor Federation; leaders of departments, agencies, specialized units, and leaders of 114 communes, wards, and special zones.

According to reports from the Department of Finance and other departments and agencies at the meeting, in the first 9 months of 2026, the city's socio-economic situation continued to maintain stable growth, with 10 out of 13 key socio-economic indicators meeting or exceeding the set scenario or closely following the annual plan. The Gross Regional Domestic Product (GRDP) growth rate for 9 months was estimated at 11.73%; the Industrial Production Index (IIP) was estimated to increase by 15.14% (of which processing and manufacturing industry increased by 15.36%). Trade, import-export, logistics, and tourism activities recorded many positive results: total retail sales of goods and service revenue increased by 16.08% (reaching 320,890 billion VND); export turnover was estimated at 43.72 billion USD, an increase of 12.3%; cargo throughput at ports was estimated at 156.3 million tons, an increase of 11.8%; welcoming 13.95 million tourists, an increase of 17.4% compared to the same period.


Foreign direct investment (FDI) continued to be a bright spot with total capital reaching over 3.63 billion USD, 1.64 times higher than the same period and achieving 93.3% of the annual plan. Total state budget revenue in the first 9 months was estimated at 162,173 billion VND, reaching 83.2% of the assigned estimate and increasing by 11.7% compared to the same period; of which revenue from import-export activities reached 72,974 billion VND (reaching 86.7% of the estimate). The city continued to expand new development spaces with 6 industrial parks established, investment policies approved, and 9 industrial parks commenced construction; completing the arrangement and handling plan for 995 redundant housing and land facilities after apparatus rearrangement as planned. The fields of education, health, culture, sports, and social security continued to receive deep attention: city students achieved 208 national excellent student awards, the city's high school graduation exam scores ranked 3rd nationwide; the free periodic health check-up campaign for all citizens reached 57.3% of the permanent population; political security and social order and safety were maintained.

In addition to the positive results, the meeting focused on discussing and frankly pointing out 3 indicators that did not meet the set scenario, including GRDP growth rate, IIP, and the number of newly established businesses; budget collection still had 21 localities achieving less than 70% of the estimate; public investment disbursement rate reached 72% of the plan (after excluding 5% expenditure savings), with 7 localities disbursing less than 65%; site clearance work for some key projects in localities was still slow compared to requirements.

Concluding the meeting, Chairman of the City People's Committee Do Thanh Trung emphasized that the GRDP growth target for Q4/2026 is very high (reaching 14.5%), posing a significant challenge for the entire political system to achieve the annual growth target of 13% or more according to Resolution No. 11-NQ/TU of the City Party Committee. The Chairman of the City People's Committee requested heads of departments, agencies, and chairmen of commune, ward, and special zone People's Committees to thoroughly grasp the motto "say it, do it, do it immediately, do it resolutely, do it to the end, and do it effectively"; establish a progress critical path based on the "6 clear" principles for each task and organize weekly meetings to inspect and urge until completion.
Regarding key tasks for the remaining months of the year, the Chairman of the City People's Committee requested departments and localities to focus intensely on removing bottlenecks for production and business; accelerate the progress of land use right auctions, collect revenue correctly and fully, and prevent budget revenue loss; focus on urging the disbursement of 100% of the 2026 public investment capital plan, promptly complete site clearance for key projects, and definitively resolve long-standing outstanding projects. Concurrently, accelerate the progress of establishing the Hai Phong City General Planning until 2050, with a vision to 2075; complete the project to restore the shipbuilding industry, prepare a series of events to stimulate consumer demand in the Industry and Trade sector in October, and the conditions for commencing 3 new industrial clusters; urgently complete the land database to be "accurate, sufficient, clean, and live"; ensure the conditions for organizing the new school year, the nationwide health check-up campaign, and cultural and social security activities, determined to successfully achieve the highest possible socio-economic development goals for 2026./.
