(Haiphong.gov.vn) - On the afternoon of September 28, the Department of Finance organized the 2026 Enterprise Dialogue Conference to receive and directly resolve difficulties and obstacles faced by the business community related to business registration procedures and the financial management of state-owned enterprises.

Speaking at the conference, Mr. Hoang Xuan Minh, Deputy Director of the Department of Finance, affirmed that accompanying, listening to, and promptly removing barriers in mechanisms and administrative procedures for businesses is always a continuous key task of the city's finance sector to build a transparent, favorable, and equal business investment environment. At the conference, the specialized departments of the Department directly answered and provided detailed guidance on 18 specific groups of opinions and recommendations in the two areas of business registration and financial management of state-owned enterprises.

In the field of business registration, the Department of Finance clarified the obligation to register business locations within 10 days for cases of purely renting warehouses to store goods for profit-seeking purposes; answered questions about updating beneficial owner information according to Decree No. 296/2026/ND-CP, which should be done simultaneously with the nearest business registration content change if the enterprise has no information changes; guided the method of identifying indirect beneficial owners and actual controllers for companies with legal entities as members; and clarified concerns about the Board of Directors meeting process when a member is temporarily detained, the difference between a member of the Members' Council and an authorized representative in a single-member limited liability company, the procedure for increasing charter capital with car assets which must be transferred before registration, how to prepare minutes for reducing charter capital due to insufficient committed capital contribution, and the procedure for registering the purchase of capital contributions under the Investment Law for economic organizations with foreign investment holding over 50% of charter capital.

Regarding the financial management of state-owned enterprises, the Department of Finance guided Hai Phong Water Supply Joint Stock Company on the process of receiving clean water infrastructure assets from the city's public investment projects to carry out procedures for increasing state capital in the enterprise according to the Law on Management and Investment of State Capital in Enterprises No. 68/2025/QH15 and Decree No. 366/2025/ND-CP; guided the authority of the Chairman of the One-Member Limited Liability Company for Irrigation Works Exploitation in issuing decisions to adjust charter capital on the Business Registration Certificate when receiving infrastructure assets; provided information on the approval progress and compensation plan for the difference in irrigation public service prices in 2026 when applying new unit prices that fully include fixed asset depreciation costs; and clarified the process of submitting economic concentration appraisal dossiers to the National Competition Commission with an estimated time of 5 to 6 months, along with the requirement to audit the 2026 financial statements to complete the consolidation of 5 One-Member Limited Liability Companies for Irrigation Works Exploitation into one company in Q3/2027 as planned by the City People's Committee.
For recommendations related to institutional improvement, such as regulations distinguishing between upgrading and major repair of fixed assets or setting up provisions for overdue receivables from employee advances, the Department of Finance fully received them to continue synthesizing and reporting to the Ministry of Finance for consideration and issuance of appropriate guiding documents to replace existing ones, in line with the actual operations of enterprises./.
