Conclusion of the 2026 Enterprise Dialogue Conference

Pursuant to Plan No. 82/KH-UBND dated March 13, 2026, of the City People's Committee on organizing annual city enterprise dialogue conferences at departments, agencies, communes, wards, and special zones; and Plan No. 25/KH-STC dated April 14, 2026, of the Department of Finance on organizing the 2026 Enterprise Dialogue Conference.

On September 28, 2026, the Department of Finance organized an Enterprise Dialogue Conference with the theme "Resolving difficulties, obstacles, and recommendations of enterprises regarding administrative procedures in business registration and financial management of state-owned enterprises." The conference was chaired by Mr. Hoang Xuan Minh, Deputy Director of the Department of Finance, with the participation of Heads, Deputy Heads, and civil servants of the Business Registration and Enterprise Management Division under the Department of Finance, representatives of divisions and units under the Department of Finance, Hai Duong Small and Medium-sized Enterprise Association, Hai Phong Young Entrepreneurs Association, and 32 enterprises; Hai Phong Newspaper and Radio - Television Station, and the City's Electronic Information Portal attended and reported on the conference. At the conference, 18 enterprises raised opinions and recommendations. After listening to the opinions and recommendations of enterprises, the Department of Finance directly discussed, answered, guided, and clarified each recommended content.

Mr. Hoang Xuan Minh, Deputy Director of the Department of Finance, who chaired the conference, concluded as follows:

1. Acknowledging and highly appreciating the sense of responsibility, proactiveness, and activeness of the Business Registration and Enterprise Management Division in researching, synthesizing, advising on answers, clarifications, and handling enterprise recommendations.

2. At the enterprise dialogue conference, the Department of Finance answered, clarified, and thoroughly resolved 18 out of 18 enterprise recommendations, achieving a rate of 100%; of which, 11 recommendations related to administrative procedures in business registration and 07 recommendations related to the financial management of state-owned enterprises. The enterprises attending the conference agreed and concurred with the answers and clarifications of the Department of Finance and had no further requests for clarification or additional recommendations regarding the contents discussed and resolved at the conference.

3. Assign the Business Registration and Enterprise Management Division to:

   • Monitor and guide enterprises in implementing the contents discussed and agreed upon at the conference; continue to receive and synthesize difficulties, obstacles, and recommendations from enterprises (if any), proactively report and advise the Department's leadership to promptly consider and handle contents within their authority.

   • Fully synthesize the conference results, complete relevant dossiers and documents, and advise the Department of Finance to implement reporting regimes as prescribed.

4. Request enterprises to proactively coordinate with the Department of Finance in resolving work; promptly report any difficulties, obstacles, or inadequacies that arise to receive guidance and resolution within their authority, contributing to improving the effectiveness of administrative procedure reform, enhancing the investment and business environment, and promoting production and business activities in the city.

The Department of Finance hereby informs the divisions and units under the Department, the Hai Duong Small and Medium-sized Enterprise Association, the Hai Phong Young Entrepreneurs Association, and the enterprises attending the conference for their information ./.
