(Haiphong.gov.vn) - On the morning of October 7, the Party Committee of the City People's Committee held a preliminary review conference on the work of the first 9 months of the year and deployed key tasks for the last 3 months of 2026. Comrade Do Thanh Trung, Deputy Secretary of the City Party Committee, Secretary of the Party Committee, and Chairman of the City People's Committee, chaired the conference.
According to the report, in the first 9 months of 2026, under the leadership and direction of the City Party Committee and the Standing Board of the City Party Committee, and with the close coordination of agencies, units, and localities; with high effort and determination, the Party Committee of the City People's Committee focused on leading and directing the implementation and achieved important and outstanding results in all aspects of work.
In Party building work, Party committees at all levels within the Party Committee focused on innovating leadership and direction methods, concretizing political determination through resolutions, action programs, and implementation plans; strongly applying digital transformation in leadership, direction, and implementation. Strictly implementing the guidelines and regulations of the Central and City Party Committees on the arrangement, streamlining, and consolidation of organizations, apparatus, and personnel, associated with improving the quality of cadres and Party members. Party committee meetings and cell meetings continued to be innovated towards efficiency and substance.
The work of developing Party organizations and Party members received attention and focus, exceeding the planned progress and targets allocated by the Organization Board of the City Party Committee; especially the development of Party organizations and Party members in FDI enterprises. In the first 9 months, 13 Party cells were established in FDI enterprises. The entire Party Committee admitted 841/1,000 Party members, achieving 84.1% of the 2026 annual plan. In Q3 alone, 353 comrades were admitted, achieving 706% compared to the same period in 2025. Of these, 208 Party members were admitted in FDI companies, accounting for 24.7%. The digitization of Party member records was promoted towards the goal of "accurate, complete, clean, live, shared" data on the Party Member 4.0 Database System. Internal political protection was strictly implemented, closely combining political review and appraisal with the management of cadres and Party members.
Regarding the results of political tasks, 10 out of 13 main socio-economic targets are estimated to meet or exceed the set scenarios and plans. GRDP in the first 9 months continued to grow in double digits, estimated to increase by 12.08%. The goods market in the city was stable. The Industrial Production Index (IIP) continued to be an important driving force. Trade, import-export, seaport, and tourism activities continued to grow positively. Foreign investment attraction ranked among the top in the country. The city continued to expand new development spaces. Infrastructure and urban development continued to receive attention and accelerate progress, focusing on implementing strategic and important transportation projects. State budget revenue and expenditure achieved positive results.
The fields of culture, sports, and education continued to achieve many results and achievements. The quality of education continued to be maintained and improved. Public health care and protection were strengthened, with regular health check-ups and widespread free screening examinations. Labor, employment, and social security work were implemented synchronously and promptly. Care for people with meritorious services was widely implemented. Administrative reform, digital transformation, science-technology, and innovation continued to be promoted, associated with the requirement of smooth operation of the two-tier local government model. National defense, security, and social order and safety were ensured, contributing to maintaining a stable environment for socio-economic development. At the conference, delegates discussed and further clarified the achieved results, limitations, causes, lessons learned, solutions to overcome, and tasks and solutions for the last 3 months of 2026, focusing on budget revenue, public investment capital disbursement, and attracting foreign investment in the city; advising the City People's Committee on organizing the implementation of Resolution 57 of the Central Government; implementing Directive No. 50-CT/TW, dated July 23, 2025, of the Secretariat on continuing to innovate and improve the quality of Party committee meetings and cell meetings in the new period; Resolution No. 03-NQ/ĐU, dated February 13, 2026, on "Improving the quality of Party committee and cell meetings in the 2026 - 2030 period"; implementing Resolution No. 02-NQ/ĐU, dated February 13, 2026, on "Some solutions to innovate, improve the quality and effectiveness of inspection and supervision work at the Party Committee of the City People's Committee for the 2025 - 2030 term"; implementing Resolution No. 05-NQ/ĐU, dated March 20, 2026, on "Improving the quality and effectiveness of the government's mass mobilization work at the Party Committee of the City People's Committee in the 2026 - 2030 period"...
Delivering the concluding remarks at the conference, Comrade Do Thanh Trung, Secretary of the Party Committee and Chairman of the City People's Committee, emphasized that in the last 3 months of the year, the goals, tasks, and workload are immense, requiring intense focus, decisiveness, and a high sense of responsibility and effort from Party committees, agencies, units, and all cadres, Party members, and workers. He requested Party committees, especially their heads, to continue innovating leadership methods, enhancing the leadership role of Party committees in conjunction with the management and execution work of agencies and units. Concretize tasks with timelines, progress, products, and implementation results. Subordinate Party committees, advisory agencies, and assistants of the Party Committee should focus on reviewing all programs and plans for 2026; clearly identify key or delayed and pending tasks; closely follow the guidelines and directions of the Central Government, the City Party Committee, and the Party Committee of the City People's Committee to accelerate the completion of the set goals and tasks.
Improve the quality of research, study, and thorough understanding of the Party's and State's guidelines and policies. Strengthen political and ideological education; promptly grasp the situation of cadres, Party members, and public opinion. Closely link government mass mobilization work with socio-economic development. Determine that mass mobilization plays an important role in creating social consensus, removing bottlenecks, and accelerating the implementation of public investment projects. Focus on leading and directing the effective implementation of Party building work. Continue to pay attention to the arrangement and consolidation of organizations, apparatus, personnel work, and cadre policies within their authority. Pay attention to training and improving the quality and digital skills of cadres and Party members to meet the requirements of tasks in the new situation. Maintain regular Party committee meetings and cell meetings, strengthen specialized cell meetings to overcome monotony and focus on deeply resolving practical issues in task implementation. Implement digital transformation of the inspection sector according to the guidelines of the Central Government and the City Party Committee. The Youth Union and the Veterans Association should closely follow the directions of their superiors and plans to successfully complete their tasks. Continue to innovate and strengthen the application of information technology in activities to ensure substance and effectiveness. Launch the building and replication of "Socialist Youth Union Branches," "Digital Youth Union Branches," and "Socialist Veterans Associations."
Regarding leading the implementation of political tasks, the Secretary of the Party Committee and Chairman of the City People's Committee requested the effective implementation of Directives, Resolutions, Conclusions, Programs, and Plans of the Central Government and the city. Innovate work, leadership, direction, and management methods. Proactively and strictly implement assigned tasks effectively in the last months of 2026, ensuring the completion of the goals set for 2026. Continue to institutionalize and effectively implement specific mechanisms and policies according to Resolution No. 226/2025/QH15 of the National Assembly.
