(Haiphong.gov.vn) - On the afternoon of October 2, at the City Public Administration Service Center, the City People's Committee organized a dialogue conference with representatives of organizations and individuals renting houses and land that are public assets not used for residential purposes, managed by Hai Phong Housing Management and Business One Member Limited Company. Mr. Le Trung Kien, Vice Chairman of the City People's Committee, chaired the conference.
Attending the dialogue were Mr. Nguyen Hong Diep, Head of the Central Citizen Reception Board; Mr. Nguyen Duy Dong, Deputy Director of Department I (Government Inspectorate); representatives of central agencies; leaders of relevant departments, agencies, and localities, along with representatives of businesses, organizations, and individuals renting houses and land.

In implementation of Plan No. 09/KH-UBND dated January 12, 2026, of the City People's Committee on the overall handling of 273 public housing and land properties not used for residential purposes, excluding 32 vacant properties and 23 properties not yet recovered as directed, the entire city must recover 218 properties. Of these, 59 properties were recovered through lawsuits in court and 159 properties were recovered under Decree No. 108/2024/ND-CP of the Government. By the end of September 2026, the rearrangement work achieved positive results, with only 37 cases still pending in court, 2 cases preparing for lawsuits, and 6 cases not yet signed commitments for handover.
At the conference, representatives of organizations and individuals renting houses raised recommendations related to the recovery, application of administrative measures or lawsuits to reclaim houses; retroactive collection of land rent; the right to inherit house and land leases after equitization; and also expressed their desire to continue signing lease contracts or be allocated new locations and consider reimbursement of legitimate renovation and repair costs.


Explaining the recommendations, leaders of the Departments of Finance, Justice, Construction, Agriculture and Environment, along with Hai Phong Housing Management and Business One Member Limited Company, affirmed that the recovery and rearrangement of public housing and land funds is a consistent policy since 2018 to strictly implement the Law on Management and Use of Public Assets and Decree No. 108/2024/ND-CP, thoroughly addressing long-standing inadequacies across many periods. All lease contracts have expired, do not meet the conditions for extension, and the law does not stipulate the responsibility to arrange new alternative business locations. After recovery, the city prioritizes land funds for public works, healthcare, education, and green spaces; commercial and service locations will be publicly auctioned according to the Land Law to develop modern office and service spaces, effectively contributing to budget revenue.


Highly appreciating the spirit of openness, public dialogue, and responsibility of Hai Phong city leaders, Mr. Nguyen Hong Diep, Head of the Central Citizen Reception Board, affirmed that the policy of rearranging public assets to combat waste and embellish urban areas is entirely correct and in line with legal regulations; he also requested organizations and individuals to strictly comply with discipline, and requested the city to continue publicizing the roadmap and classifying each subject to have thorough support plans.

Speaking at the conclusion of the conference, Mr. Le Trung Kien, Vice Chairman of the City People's Committee, emphasized that Hai Phong is resolutely implementing the Project to build a model of "A city that respects and complies with the law," resolutely implementing Plan No. 09/KH-UBND to combat waste and bring public asset management into order and transparency. The city is not recovering to create difficulties for businesses but for the common good of socio-economic development.

To harmoniously resolve the legitimate rights of all parties, the Vice Chairman of the City People's Committee assigned the Department of Finance to review the dossiers of each equitized enterprise, advise city leaders to work directly to resolve difficulties or report to the Central Government for consideration of matters beyond their authority. He assigned the City Police to coordinate in reviewing and verifying each household so that the leaders of the City People's Committee can continue to dialogue, listen to their concerns, and develop appropriate social welfare and housing policies. Hai Phong Housing Management and Business One Member Limited Company is to coordinate closely with the Tax agency to review and urge the collection of house and land rent; and create conditions for cases that have signed commitments to hand over to rent short-term while waiting for the official auction procedures to be carried out as regulated. City leaders requested departments, agencies, and localities to strengthen propaganda and advocacy to create high consensus so that the receipt and handover of public houses and land take place in accordance with legal regulations./.
