The Central Committee of the Vietnam Red Cross Society issued Official Letter No. 568/TUHCTĐ-ĐNTT, dated August 06, 2026, on the implementation of directives from the General Secretary and President at the 12th National Congress of the Vietnam Red Cross Society (attached herewith). To promptly disseminate and implement the views and guiding directions of the General Secretary and President, the Standing Committee of the City Party Committee requests:
1. Party committees, party organizations, agencies, units, and localities at all levels shall study and thoroughly grasp the content of the General Secretary and President's speech; raise awareness of the role of humanitarian work in the new situation; lead, direct, and create conditions for the Red Cross Society to promote its core, bridging, and coordinating role in humanitarian activities, contributing to the implementation of social welfare policies, ensuring human security, and consolidating the great national unity bloc; at the same time, respect the proactive, voluntary, and specific nature of the Society, avoid administrative formalization of humanitarian activities, and ensure that all activities are measured by the actual needs, legitimate rights, and interests of those being assisted.
2. The Party Committee of the City People's Committee shall direct the City People's Committee to:
Review and improve mechanisms and policies on humanitarian work within its authority. Direct departments, agencies, localities, and units to coordinate, mobilize resources, and create conditions for Red Cross Societies at all levels to effectively carry out humanitarian work, especially in preventing, responding to, and overcoming the consequences of natural disasters, catastrophes, epidemics, and emergency humanitarian situations; community health care, first aid, voluntary blood donation, and social support.
Pay attention to promoting digital transformation, gradually building, connecting, and effectively exploiting data to serve the management and coordination of humanitarian resources; ensure that the mobilization, reception, allocation, and use of humanitarian resources are public, transparent, effective, and in accordance with regulations.
Direct the health sector to coordinate with Red Cross Societies at all levels and relevant units to strengthen propaganda and implement humanitarian activities according to assigned functions and tasks.
Direct the Department of Education and Training to coordinate with the City Youth Union, the City Red Cross Society, and media agencies to strengthen education on compassion, volunteerism, necessary skills, and community responsibility for the younger generation; encourage students to participate in humanitarian activities, voluntary blood donation, social welfare, and support for disadvantaged people in practical and appropriate forms.
3. City Party Committee's Commission for Propaganda and Education:
Preside over guiding propaganda work, thoroughly disseminating the directives of the General Secretary and President at the 12th National Congress of the Vietnam Red Cross Society to cadres, party members, and all strata of the people.
Guide propaganda on humanitarian values, the spirit of mutual assistance, patriotic traditions, solidarity, and the moral principle of "loving others as oneself," "the healthy leaf covers the torn leaf"; spread good models and advanced examples in Red Cross activities and humanitarian movements in the city.
Grasp the ideological situation and public opinion related to humanitarian activities; promptly advise the Standing Committee of the City Party Committee to direct the handling of emerging issues.
4. Party Committee of the Fatherland Front and city-level mass organizations
Lead and direct the Fatherland Front Committee, city-level political-social organizations, and member organizations of the City Vietnam Fatherland Front to strengthen coordination with the City Red Cross Society in mobilizing and coordinating social resources. Strengthen inspection, supervision, and commendation in humanitarian and charitable activities. Promote the strength of the great national unity bloc in caring for the poor, disadvantaged people, and vulnerable groups.
Direct the City Red Cross Society to develop specific programs and plans to implement the Resolution of the 12th National Congress of the Vietnam Red Cross Society and the directives of the General Secretary and President in accordance with the actual situation of the city; continue to innovate the content and methods of operation after the reorganization, merger, and internal streamlining of the Society; improve the quality of cadres and volunteers; promote digital transformation in humanitarian activities; effectively promote its core, bridging, and coordinating role in humanitarian activities, strictly implement regulations on the reception, management, allocation, and use of resources, ensuring publicity, transparency, accountability, and legality; proactively identify humanitarian gaps, avoid duplication, dispersion, and formality.
5. Party Committees of communes, wards, and special zones:
Lead the government, Fatherland Front, political-social organizations, and Red Cross Societies at the same level to coordinate closely in organizing humanitarian activities; regularly review and grasp the situation, promptly support vulnerable groups, and ensure that no one facing difficulties or misfortunes is left without care and assistance.
Pay attention to directing the building, consolidation, and improvement of the quality of the Society's organization, selecting cadres for Red Cross work who meet the requirements of tasks in the new situation. Direct Red Cross Societies at the same level to focus on building and consolidating the team of Red Cross volunteers; improve first aid capacity, prevention, early warning, and on-site response; receive, coordinate, and use all social resources for the right purpose and effectively. Assign the Party Committee of the Fatherland Front and city-level mass organizations to preside over and coordinate with the City Party Committee's Commission for Propaganda and Education to monitor and urge the implementation; promptly synthesize difficulties and problems, and report to the Standing Committee of the City Party Committee for consideration and direction.
