On the morning of July 24, Vice Chairman of the City People's Committee Le Trung Kien directly inspected the field and chaired a work session to review the progress of site clearance and implementation of investment in the construction of key transport and industrial infrastructure projects in the area.
Along there were representatives of leaders of Departments and branches: Agriculture and Environment, Construction, Industry and Trade, Hai Phong Economic Zone Management Board, City People's Committee Office, Hai Phong Traffic Construction Investment Project Management Board; Leaders of People's Committees of relevant localities and representatives of investors and businesses.
The working group conducted a field inspection of the progress of implementing the Tran Duong - Hoa Binh Industrial Park Project (zone A) in Nguyen Binh Khiem commune; Tien Lang Airport Industrial Park Project in Chan Hung commune; Quyet Tien industrial cluster in Tien Lang commune; and Investment project to build a road connecting National Highway 5 with National Highway 10 through Kien An and Phu Lien wards. Immediately after the field inspection, Vice Chairman of the City People's Committee Le Trung Kien chaired a meeting to listen to detailed reports and resolve problems at the headquarters of the People's Committee of Kien An ward.
For industrial infrastructure development projects including Tran Duong - Hoa Binh Industrial Park (zone A), Tien Lang Airport Industrial Park and Quyet Tien Industrial Cluster, Vice Chairman of the City People's Committee Le Trung Kien affirmed that accelerating the progress of investment in infrastructure construction of industrial zones and clusters is a direct and key driving force for the city to attract secondary investors, promote economic restructuring and ensure the GRDP growth target of 13%/year. or more according to the direction of the Central and City Party Committee. He requested the Hai Phong Economic Zone Management Board, the Department of Industry and Trade and the authorities of Nguyen Binh Khiem, Chan Hung and Tien Lang communes to coordinate closely with investors to urgently complete land allocation documents, focusing highly on site clearance work, not allowing situations to arise.The land has been recovered but is slow to be put into use, causing waste.
For the investment project to build a road connecting National Highway 5 with National Highway 10, the Vice Chairman of the City People's Committee emphasized that this is a particularly important external traffic route that helps connect infrastructure, relieve traffic pressure for the western area of the city and open up space for inter-regional socio-economic development. He acknowledged the efforts of localities and related units, and requested Kien An and Phu Lien wards to show the highest political determination, concentrate maximum forces to completely handle site clearance work, immediately focus on thoroughly resolving outstanding agricultural land areas in July 2026, striving to basically complete the route and hand over to the construction contractor by September 2026.. Regarding resettlement work, the Vice Chairman of the City People's Committee directed units to research plans for synchronous and modern centralized resettlement in technical and social infrastructure, forming civilized new urban areas, creating room for long-term development instead of small-scale arrangements. At the same time, the Hai Phong Traffic Construction Investment Project Management Board was assigned to urge contractors to take advantage of favorable weather and focus on machinery and human resources for construction right on existing areas to speed up the disbursement of public investment capital.
The Vice Chairman of the City People's Committee also required investors in industrial park and industrial cluster infrastructure to proactively use resources, comply with progress commitments with the city, and synchronously invest in essential technical infrastructure systems such as transportation, electricity supply, water supply and drainage and centralized wastewater treatment. The city will apply flexible mechanisms and pilot solutions to remove difficulties in capital and administrative procedures to accompany businesses, but will resolutely handle responsibility for cases of delay and slow implementation that cause the city to lose opportunities to attract investment.
