On the morning of July 24, Standing Vice Chairman of the City People's Committee Le Anh Quan inspected the actual implementation of a number of key traffic projects in the city. Accompanying them were leaders of the Departments of Finance, Construction, Agriculture and Environment; City People's Committee Office; Hai Phong Agricultural and Rural Development Construction Investment Project Management Board and leaders of localities and related contractors.
The working group conducted field inspections at 4 major traffic projects. In particular, the investment project to build the road and Van bridge connecting Highway 37 with the Trieu Bridge approach road, this is a group B project with a total investment of 1,296 billion VND, the entire route length is about 13.07 km and the pre-stressed reinforced concrete bridge is 894 m long. Investment project to build Tan An bridge and path connecting National Highway 18 with a total investment of 600 billion VND, route length of 3,485 km, of which Tan An bridge is 572.1 m long. The delegation also inspected the investment project to build a bridge over the Thai Binh river and an access road on ring road I (section from Provincial Road 391 to Provincial Road 390C) with a total investment of 1,228.24 billion VND, 2,476 km long with the main bridge 663.6 m long. Inspection shows that the projects are encountering some common difficulties that affect the construction progress. In particular, the prices of main construction materials such as sand, backfill soil, crushed stone, and asphalt are scarce and have increased dramatically since the beginning of March 2026, causing contractors to slow down in construction. Site clearance work in some localities such as wards and communes: Nam An Phu, Chu Van An, Hop Tien, Tan Hung, Chi Minh... still has local problems in some households, moving power lines and aquaculture cages. In addition, the lack of specialized technical workers to construct the main bridge and problems in arranging the parking lot and handling excess soil arising during the roadbed excavation process also delayed progress by 2 to 4 months compared tocontract. To date, the capital disbursement rate in 2026 of projects reaches from 33.9% to 73.1%.
Speaking at the inspection, Standing Vice Chairman of the City People's Committee Le Anh Quan emphasized that these are inter-regional transportation works that are important to the city's socio-economic development. The Vice Chairman requested the authorities of wards and communes to be highly focused and closely coordinate with relevant departments and branches to urgently resolve site-related problems and complete handover of the entire clean site to the construction unit within the month. At the same time, localities actively support investors in identifying gathering locations and coordinating surplus materials for effective reuse for other public investment projects in the area.
For construction contractors, the Standing Vice Chairman of the City People's Committee requested to urgently overcome financial difficulties, proactively add more human resources, machinery, equipment, and organize overtime to compensate for the slow work. In case the contractor deliberately carries out construction work in a slow manner and does not ensure progress as committed after being reminded, the investor needs to resolutely handle it strictly according to contract regulations, including transferring the volume, adding subcontractors or terminating the contract. The Vice Chairman of the City People's Committee also assigned the Department of Construction to coordinate with the Department of Finance and consulting units to soon issue instructions for determining the monthly construction price index according to regulations, creating a basis for removing problems in adjusting contract prices, helping contractors feel secure to speed up construction.Construction progress, ensuring project quality and safety.
