(Haiphong.gov.vn) – The City People's Committee has just issued Decision No. 2843/QD-UBND approving the Supporting Industry Development Program for the period 2026 - 2035 in the city. The Decision takes effect from the date of signing and replaces Decision No. 4297/QD-UBND dated December 13, 2022 on the Hai Phong City Supporting Industry Development Program to 2025, with a vision to 2030.
The program aims to concretize the goals and orientations for supporting industry development according to Decision No. 929/QD-TTg dated May 25, 2026 of the Prime Minister; At the same time, effectively deploy support and incentive mechanisms and policies according to Decree No. 111/2015/ND-CP of the Government (amended and supplemented in Decree No. 205/2025/ND-CP), thereby promoting the development of supporting industries in accordance with the city's potential, advantages and development requirements in the new period.
According to the Program, Hai Phong aims to attract high-quality FDI projects with pervasive technology and management; Gradually form an ecosystem of production links between FDI enterprises and domestic enterprises. The city also aims to build a supporting industrial ecosystem and a network of businesses with the capacity to produce and supply components, spare parts, and technical materials to serve key industries of the city, the Northern key economic region and the region.
In addition, the Program focuses on supporting domestic businesses to improve their capacity and gradually become level 1 and level 2 suppliers in the global supply chain; Prioritize the development of supporting industries to serve the electronics, high-tech industries, mechanical manufacturing, automobiles, textiles, garments and footwear. At the same time, effectively use industrial land funds and infrastructure of industrial parks, economic zones, and industrial clusters to create motivation for developing supporting industries in the city in the period 2026 - 2035.

To realize the above goals, the Program sets specific targets for each key supporting industry and develops supporting industry enterprises in the city.
Accordingly, the city focuses on developing supporting industries for 5 key industries including electronics, high technology, mechanical manufacturing, automobiles and textiles and footwear. By 2035, strive to achieve a localization rate of 35 - 40% for the electronics industry, 20% for the high-tech industry, 50% for the mechanical manufacturing industry, 32 - 40% for the automobile industry and 70% for the textile - garment - footwear industry.
Regarding business development, by 2030, Hai Phong strives to have 300 - 350 supporting industrial enterprises capable of participating in the supply chains of FDI enterprises and multinational corporations; At the same time, supporting businesses to improve management capacity, train high-quality human resources, research, innovate and transfer technology.
By 2035, the city aims to have 450 - 500 supporting industrial enterprises, forming a core enterprise force with the capacity to research, design, manufacture and directly supply to large domestic and international manufacturing corporations. Along with that, continue to support businesses to improve management capacity, develop research and development (R&D), and apply new technology; Gradually perfect the supporting industrial ecosystem associated with digital transformation, green transformation, innovation and sustainable development./.
