(Haiphong.gov.vn) – The City People's Committee has just issued Plan No. 285/KH-UBND on improving the city's provincial competitiveness index (PCI) for the period 2026 - 2030. The plan aims to overcome limitations and promote strengths, creating a strong breakthrough in improving the business investment environment, improving scores and maintaining the ranking in the leading local group on the PCI index.
The City People's Committee sets a goal that by 2030, the city will continue to maintain the PCI index in the group of localities with good economic management quality with specific goals: Strive to maintain the city's PCI ranking in the group of 5 leading localities nationwide, strive to be in group 3; Total PCI score is 73 points or more.
The city focuses on strongly improving its score and strives to maintain its ranking in the top 3 localities for 3 highly weighted indexes (15%), including: transparency; policies to support businesses and constructive governments.
The city strives to have 4 indexes in the group of 3 highest-ranked localities by 2030, including: Access to resources index (reaching 7 points or more); Transparency index (reaching 7.6 points or more); Administrative procedure compliance cost index (9 points or more) and the Constructive Government index (7 points or more).
Strive to have 3 indexes in the group of 5 highest-ranked localities by 2030, including: Market Entry index (reaching 8 points or more); Equal Competition index (reaching 7.5 points or more); Business Support Policy index (reaching 7.0 points or more).
Strive to have 2 indexes in the group of 10 highest-ranked localities, including: Informal Cost index (achieving 8 points or more); Legal Institutions index (scoring 7 points or more).
To achieve the set goals, the City People's Committee requires departments, branches, commune-level People's Committees, and units to focus on 5 groups of tasks and key solutions on improving transparency, accelerating digital transformation and applying artificial intelligence (AI); creating an investment and business environment; increase support for the private economic sector to remove bottlenecks; Improve access to land and improve scores and rankings of component indexes whose scores and rankings have been reduced.
The city requires raising awareness and responsibility of officials and civil servants about the role and significance of the PCI index for the development and position of the city. Building trust between the business community and city government; create an equitable, favorable, attractive and transparent investment and business environment; associate economic development with building an environmentally friendly business ecosystem and implementing green transformation. Support businesses in accessing resources and implementing support policies more effectively. Enhance the core competitiveness and substantive sustainable development of the private economic sector as the most important driving force of the economy.
Proactively research, pilot and replicate breakthrough solutions in innovation, digital transformation, artificial intelligence (AI) application, and business support models to improve the quality of the city's economic management. Deploying optimal solutions to improve the score of the Index for serving people and businesses in carrying out administrative procedures and providing public services on the National Public Service Portal.
The City People's Committee also assigned specific tasks to each department, branch, unit and locality in implementing the plan's goals./.
