(Haiphong.gov.vn) - At the 3rd Meeting (Regular Meeting in mid-2026), on behalf of the City People's Committee, Comrade Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, briefly reported on the situation and results of implementing socio-economic development tasks in the first 6 months of the year; tasks and solutions for the last 6 months of 2026.
Chairman of the City People's Committee said that in the first 6 months of 2026, the city's socio-economic development goals continue to achieve many outstanding results, and have basically and comprehensively completed the set goals and tasks, specifically: The economy continues to maintain high growth momentum; GRDP in the first 6 months of 2026 increased by 11.33%, ranking 3rd in the country, leading 7 centrally run cities and in the group of 4 localities with a growth rate of over 11%. Total state budget revenue (according to data as of June 27, 2026 in the report submitted to the Meeting) reached nearly 115 trillion VND, equal to 60% of the assigned yearly estimate; Of which: domestic revenue reached nearly 60 trillion VND, import-export revenue reached over 48.6 trillion VND. Updated data by the end of June reached more than 116 trillion VND, of which revenueDomestic revenue reached over 60 trillion VND, import-export revenue reached over 49 trillion VND. Disbursement of public investment capital (according to data as of June 27, 2026 in the report submitted to the Meeting) reached nearly 15,500 billion VND, equal to 40% of the capital plan assigned for the whole year; higher than the national average (35.5%). Updated data by the end of June reached nearly 16,500 billion VND, equal to 42.3% of the assigned capital plan.
The city held a groundbreaking ceremony, inaugurating 15 projects and works to celebrate major holidays in April and May with a total investment of over 26 trillion VND (of which, 01 rental housing project was started under the direction of the Party and Government leaders, with a scale of over 1,000 apartments, total investment of over 1,100 billion VND). Along with that, the Prime Minister decided to establish a specialized economic zone (scale of more than 5,300 hectares) and approved the General Plan of the Southern Coastal Economic Zone (scale of 20,000 hectares).

At the same time, establish a "critical progress path" for key projects and projects that have a major impact on growth, including both public investment and off-budget investment (connected transportation infrastructure, energy infrastructure, industrial parks, housing...) to manage, monitor, and urge to put the project into operation soon, contributing to increasing the total investment capital of the entire society.
