(Haiphong.gov.vn) - Promote site clearance work, include site clearance tasks in the work programs of party committees, party cells and the content of cell activities in localities where the project passes through to create consensus and speed up project implementation progress. That was the direction of Vice Chairman of the City People's Committee Le Trung Kien at the meeting to listen to the report on site clearance work for the Lao Cai - Hanoi - Hai Phong railway construction investment project passing through the city, on the afternoon of July 23.
Attending the meeting were leaders of relevant departments, branches and units and the People's Committees of 21 communes, wards and special zones where the Project passes through.

According to the report of the Department of Agriculture and Environment, as of July 23, 2026, site clearance work according to the old progress milestone achieved many positive results. Of these, 15/23 communes, wards and special zones have completed the counting of assets attached to land, including: Cat Hai, Nam Do Son, Dong Hai, Hai An, Dai Son, Gia Phuc, An Quang, Binh Giang, Tu Ky, Tan Ky, Ha Dong, Gia Loc, Chi Minh, An Lao and Kien Hai.

For the remaining 8/23 localities, the work of counting, preparing and publicizing compensation and support plans is being urgently implemented. Specifically, An Khanh commune has completed the inventory of agricultural land and is inventorying residential land; An Hung commune completed the agricultural land inventory; Kien Thuy commune has publicly announced compensation and support plans for 77 households whose agricultural land was recovered; Kien Minh commune has inventoried 13/14 residential land households, 333/535 agricultural land households and publicly announced compensation and support plans for 152 households; Ke Sat ward has posted compensation plans for 240/330 households with agricultural land and is continuing to inventory residential land; Duong Kinh ward alone has inventoried 456/463 households, posted a draft compensation plan for 203/317 households with agricultural land, with an area of 10.05 hectares, total cost of about 82.7 billion VND...
To serve the site clearance of the Lao Cai - Hanoi - Hai Phong railway construction investment project passing through the city, the City People's Committee has implemented 14 projects to build 22 resettlement areas in 13 communes and wards. To date, 100% (14/14) of resettlement projects have been approved and localities have completed site clearance for resettlement areas, ensuring conditions for implementing the next steps.

At the meeting, representatives of local leaders and units exchanged and discussed difficulties and obstacles in the project implementation process. Accordingly, the adjustment of route direction, station location and handover of official boundary markers caused some localities to complete inventory and prepare compensation plans according to the old markers, but according to the new markers, they were no longer within the scope of land recovery and had to be reviewed and adjusted again. Besides, in some areas, households are sandwiched between the railway project and previously completed projects, such as the Cat Hai area with the Tan Vu - Lach Huyen road project; An Khanh, An Hung, Kien Thuy communes with the Hanoi - Hai Phong expressway project, so creating consensus in site clearance is still difficult.

Speaking at the conclusion of the meeting, Vice Chairman of the City People's Committee Le Trung Kien requested departments, branches and localities to focus heavily on site clearance work, ensuring the progress of the investment project to build the Lao Cai - Hanoi - Hai Phong railway section through the city. The Vice Chairman of the City People's Committee assigned the Department of Construction to research and propose a model of resettlement area suitable to actual conditions; assign the Department of Agriculture and Environment to review land funds, especially interspersed land areas in localities to serve site clearance and resettlement arrangements.
At the same time, the Vice Chairman of the City People's Committee requested localities to promote site clearance work, include this task in the work program of the Party Committee, and the content of Party cell activities in communes, wards, and special zones where the Project passes through to create consensus and unity in implementation organization and speed up the progress of the Project.

For the Management Board of Investment Projects to build agricultural and rural development projects, the Vice Chairman of the City People's Committee requested to urgently hand over resettlement land funds to localities; proactively review and grasp difficulties and obstacles to promptly coordinate and resolve them. The construction of resettlement areas needs to be researched in accordance with the terrain characteristics of each locality, and at the same time associated with the arrangement and embellishment of residential areas, ensuring stable living conditions for people after relocation./.
