(Haiphong.gov.vn) – In the morning session of July 28, under the chairmanship of City People's Council Chairman Le Van Hieu, the XVII City People's Council conducted questioning and considered answering questions.


The City People's Council conducted questioning and considered answering questions for Mr. Nguyen Thanh Hung, Director of the Department of Construction, focusing on the issue of announcing construction material prices and ensuring urban order in the city.

After listening to the response of the Director of the Department of Construction, Chairman of the City People's Council Le Van Hieu acknowledged that the Department has frankly confirmed the business's feedback on the difference between the actual price of construction materials and the well-founded published price. The Department also clarified that the main reason is because the published price is an average price, has a time lag, does not fully reflect local fluctuations by day, week as well as transportation and transshipment costs to each specific project, as well as factors affecting market supply and demand, helping delegates better understand the nature of the problem. Through the answer, there is also a noteworthy point, the Director of the Department also admitted that "there is still a problem, the limitation is that we have not advised the competent authorities to supplement the list of price declarations for basic materials (sand,leveled land) as a basis for checking price declaration according to regulations. According to the provisions of the Price Law 2023 and documents guiding its implementation, in addition to cement and construction steel on the list prescribed by the Government, the Provincial People's Committee is entitled to base on the actual situation to select specific goods, including other major construction materials, to declare prices. Meanwhile, the Department of Construction currently announces monthly prices for about 700 types of construction materials, but backfilling soil and sand are not on the list of price declarations.
The Chairman of the City People's Council also acknowledged that the Director of the Department of Construction has firmly grasped the current situation, closely following the legal bases from the Law on Road Traffic Order and Safety in 2024 to Decree Nos. 165/2024/ND-CP and 241/2026/ND-CP; At the same time, he frankly pointed out the current "bottleneck" that the law does not allow temporary use of sidewalks for business and service purposes. The Director of the Department also showed an open mind when applying the orientation in Resolution No. 06-NQ/TW and Resolution No. 80-NQ/TW of the Politburo to find a harmonious solution between the requirements of ensuring urban order and developing livelihoods, night-time economy and foodtour. Culture must be placed on par with economics, politics and society; There cannot be high-quality economic growth without a solid cultural foundation and comprehensive human resource development.
In Hai Phong city, this importance has been vividly concretized through Resolution No. 05-NQ/TU on building models of Socialism. The city is trying to realize the goal of building Hai Phong into a "Civilized - Happy" city, where people are fully developed intellectually, morally, physically and spiritually. Typically, the "Music City" model has determined that art is the central value axis to foster a humane and disciplined lifestyle, thereby firmly consolidating the social spiritual foundation and great solidarity of the entire people.
In the new context when the scale of commune-level administrative units and of villages and residential groups increases after the arrangement, the Chairman of the City People's Council requested the Culture, Sports and Tourism sector to immediately focus on implementing the following tasks: Be proactive in planning cultural and sports institutions. The industry must conduct a comprehensive review to re-plan the system of cultural houses and sports areas to properly meet the population size and area of new wards, communes and special zones. Closely coordinate in building institutions. New institutions must be modernly designed, meeting the standards of a bright, green, clean, safe urban and rural environment, directly contributing to perfecting the criteria of the civilized city model; happy communes and wards. Innovate operating methods and baitso ensure substantive effectiveness. Having spacious institutions is necessary, but operating those institutions is the decisive factor. The cultural sector must develop regulations on management and operation of cultural houses and sports areas in accordance with the scale of communes, wards, villages and residential groups after the merger. These spaces must be turned into vibrant community activity centers. Resolutely overcome the situation where institutions are invested but operate in a formal and wasteful manner.

The City People's Council also questioned and considered answering questions from Mr. Nguyen Cao Thang, Director of the Department of Science and Technology on information technology infrastructure, digital transformation, reform of administrative procedures and connection and use of shared databases in the city.
