(Haiphong.gov.vn) - On the morning of July 27, the 17th City People's Council, term 2026 - 2031, held the opening of the 3rd Session (Regular Session mid-2026) to review, evaluate, and approve contents within its authority, according to the law.
Attending the meeting were comrades: Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city; Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the City Fatherland Front Committee; Comrades, members of the Standing Committee of the City Party Committee; leaders of the People's Council, City People's Committee, and City National Assembly Delegation; leaders of departments, divisions and branches.
The meeting took place over 2 days (July 27 - July 28, 2026) to review many reports, proposals and draft Resolutions on important policies on social security, relocation, renovation of old apartments, public investment, and socio-economic development policies of the city.
In his opening speech of the Meeting, Chairman of the City People's Council Le Van Hieu stated clearly that for the contents submitted to the Meeting, the Standing Committee of the City People's Council proactively coordinated with the City People's Committee to build and complete the drafts submitted to the Meeting. The contents have been directly and comprehensively directed by the City Party Committee; At the same time, the Standing Committee of the City People's Council assigned the People's Council Committees to closely examine and ensure eligibility for submission to the meeting for consideration and decision.
The workload of the Meeting is large, with many important contents that not only meet the requirements for the city's development but also directly solve long-standing social security problems.
In order for the discussion to be truly qualitative and substantive, the Chairman of the City People's Council requested delegates to focus on researching and giving opinions on the socio-economic development situation in the first 6 months of the year and tasks and solutions for the last 6 months of 2026. Regarding this content, through studying the reports submitted to the Meeting, it can be seen that in the context of the world and regional situation continuing to develop in a complicated and unpredictable manner; Production and business activities still have many difficulties, but under the leadership of the City Party Committee, the companionship of the People's Council, the drastic direction and management of the City People's Committee along with the consensus of the business community and the People, the city's socio-economic has achieved certain results. Economic growth ranks 3rd nationwide and is 1 placeFour localities had a growth rate of over 11%. Total state budget revenue and foreign investment attraction exceeded the set plan. Hai Phong was honored in the top 5 localities with outstanding economic management quality and continues to lead the country in the administrative reform index and people's satisfaction index with the services of state administrative agencies.
However, besides the achieved results, the city still has some key indicators that have not met the growth scenario; At the same time, there are still many difficulties and bottlenecks that have not been removed and resolved promptly as stated in the report.
From the above issues, the Chairman of the City People's Council requested the delegates to promote experience from their working positions, study the reports of the People's Committee, the verification reports of the People's Council committees, opinions and recommendations of voters and the enthusiastic contributions of former city leaders, members of the Fatherland Front, experts and scientists, focus on analyzing the results achieved, clarifying the limitations, difficulties and causes, especially is a subjective cause; From there, propose practical and feasible solutions to complete the draft Resolution on key tasks and solutions for the last 6 months of 2026. This is an important Resolution for the People's Committee, sectors and localities to implement.
Along with the resolution on socio-economic development, the meeting will consider and decide many important policies on resource allocation; Complete policy mechanisms to promote economic development, attract and train human resources and ensure social security.
Regarding supervision activities at the meeting, the City People's Council will review the 6-month work results report of the Standing Committee of the People's Council, the People's Committee and the People's Council Committees; reports responding to voters' opinions and recommendations; supervision results of the City People's Council in 2025; reports of judicial agencies including the People's Court, the People's Procuracy and the Civil Judgment Enforcement agency; At the same time, consider a report summarizing voters' opinions and recommendations sent to the meeting. Thereby, all levels and sectors have the opportunity to fully recognize the shortcomings and limitations, clearly identify the causes and responsibilities to promptly adjust the direction and administration methods and improve the efficiency of task implementation in the coming time.
Regarding questioning activities, the Session will take time to organize direct questioning in the hall, focusing on areas such as: construction management and urban development, grassroots cultural and sports development, digital government building and administrative reform under the state management of the Department of Construction, Department of Culture, Sports and Tourism, Department of Science and Technology.
Chairman of the City People's Council requested delegates to ask clear questions, select key issues of interest to voters and the people. Those questioned answered directly to the content of the question, clarifying the cause, solution and implementation time. Based on the results of questioning and answering questions, the City People's Council will consider and issue a resolution on questioning according to regulations, as a basis for monitoring and supervising the implementation of commitments after the meeting.
