On the basis of fully recording opinions, the Standing Committee of the City People's Council synthesizes and groups key issues and recommends that the City People's Committee and relevant agencies focus on directing and resolving the following issues: Economic development; finance – budget; land and resource management and environmental protection; public investment, planning and transport infrastructure; education, health, culture and social security; regimes and policies; administrative reform, digital transformation.
Participating in the draft Resolution stipulating emergency relocation support policies for households and individuals using houses in dangerous old apartment buildings and rent support in public-owned apartment buildings, delegates proposed continuing to support funding for self-accommodation for households and individuals who have not been accommodated due to project delays (exceeding 24 months); Expand the scope of housing rental support for poor and near-poor households in old, degraded apartments. Regarding the Draft Resolution stipulating criteria for foreigners who are experts, scientists, talented people, managers, and highly qualified workers working at enterprises in the Free Trade Zone of Hai Phong city, delegates requested to carefully review and evaluate the criteria.Regulations stipulate "experts with a university degree or higher and at least 02 years of experience; in priority fields requiring at least 01 year of experience", strictly ensuring and commensurate with the preferential policy of visa exemption and issuance of 10-year temporary residence cards.

Regarding the preparation and arrangement of public educational establishments in the city, Mr. Luong Van Viet, Director of the Department of Education and Training, said that implementing the central policy of striving to reduce the number of public educational establishments by 30%, the Department has coordinated with localities to review and develop a draft arrangement plan based on 6 general principles, ensuring suitability, flexibility, innovating administration, inspection, supervision, and ensuring student rights. students and parents. According to the draft arrangement criteria, schools smaller than 50% of the maximum size will be subject to arrangement but still ensure appropriate geographical distance. After arrangement, it is guaranteed to reduce the number of public educational establishments by 35-40% compared to July 1, 2025. The Department of Education and Training has presented it to all levelshas the authority to decide on the approval of the arrangement; Coordinate with the Department of Home Affairs to develop criteria for arranging management staff and prepare to advise on promulgating plans and projects. Chairman of the City People's Council Le Van Hieu requested the Department of Education and Training to pay attention to the fact that the arrangement of management staff is a difficult issue and needs attention in developing guiding criteria; Do a good job of ideological work in the process of arrangement and recognition of the efforts and contributions of the principals and vice principals.
