The investment project to build Lai Xuan bridge and renovate and expand provincial road 352 was decided to invest with the goal of improving traffic service capacity, creating an inter-regional traffic connection system, meeting the transportation needs between industrial parks and industrial clusters, serving the travel needs of people in Thuy Nguyen district, Dong Trieu town in particular and 2 Hai localities. This is a traffic project, group B; road bridge, level I; with a total investment of nearly 1,350 billion VND; There is a scale of new construction of Lai Xuan bridge across Da Bach river with a bridge length of about 840m, bridge width of 12m; reinforced concrete and prestressed reinforced concrete structures; renovate and expand provincial road 352 with a length of more than 14km, roadbed cross-section 12m wide. The starting point of the route is at the intersection with National Highway 10 in Thien Huong commune, Thuy Nguyen district, Hai Phong city, the ending point of the route connects to provincial road 333 in Dong Trieu town, Quang Ninh province.
