On the morning of November 12, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city inspected the progress of the project to develop Hai Phong city to adapt to climate change and urban embellishment in the central area. Accompanied by comrades: Nguyen Khac Toan, Vice Chairman of the City People's Council; Tran Van Quan, Vice Chairman of the City People's Committee and leaders of relevant departments, branches, units and localities.
The Hai Phong city development project to respond to climate change has been approved by the Prime Minister for investment policy in Decision No. 1446/QD-TTg, dated June 30, 2025. The project has the goal of ensuring environmental sustainability, water security and reducing urban flooding, adapting to climate change, upgrading public spaces and enhancing urban resilience. Total investment is about 9,857.06 billion VND, of which: IBRD loan from the World Bank: 6,550.41 billion VND; Domestic counterpart capital: 3,306.65 billion VND (mainly for site clearance). The project includes 4 components. Component 1: synchronous development of Thuy Nguyen urban infrastructure to adapt to climate change; Component 2: upgrading the environment of the Re River; Component 3: reducing central urban flooding; fitPart 4: developing systems and capacities to improve urban adaptation to climate change.
>The Secretary of the City Party Committee stated clearly that climate change is increasing the intensity and frequency of extreme natural disasters globally, especially storms and floods, causing heavy damage to the economy, infrastructure and people. Hai Phong city is an estuary area, directly affected by climate change phenomena, and flooding has recently tended to increase. Therefore, implementing the project to develop Hai Phong city to adapt to climate change is extremely urgent.
The City Party Secretary acknowledged and appreciated the positive and proactive spirit of the City People's Committee; Hai Phong Transport and Agricultural Construction Investment Project Management Board and relevant departments, branches and localities have actively implemented investment preparations in recent times. However, the urgent need now is to further accelerate the project progress. Comrade Secretary of the City Party Committee assigned the City People's Committee to direct the Management Board of Hai Phong traffic and agricultural construction investment projects to build a specific progress critical path, completed in November 2025, thereby clearly identifying the components and items that need to be implemented; At the same time, focus on removing bottlenecks, bottlenecks and obstacles of the project, especially negotiating World Bank loan capital.
Comrade Secretary of the City Party Committee assigned the City People's Committee to direct departments and branches to advise, propose and arrange capital sources; The Management Board of Investment Projects for Construction of Transport and Agricultural Works in Hai Phong urgently implements it, striving to complete it in June or July 2026 to promote its effectiveness right in the rainy season next year. Along with that, urgently complete ODA loan procedures and soon start the project in accordance with the direction of the City Party Standing Committee. He requested Hong Bang ward to urgently complete the Tam Bac river embellishment project phase 2 (the section from Lac Long bridge to Hoang Van Thu bridge), ensuring landscape requirements for the entire area.

Comrade Secretary of the City Party Committee inspected the project to renovate and expand Le Loi street. The renovation and expansion of Le Loi street is being organized to expand the foundation and road surface from May To intersection to Le Quang Dao street; move trees on both sides of the route; sidewalk renovation construction (construction of sidewalk structural layers, sidewalk tiling...); Underground low-voltage cables, lighting, installation of electrical cabinet bases, installation of transformer station foundations throughout the route. The project strives to be completed in 2025, 6 months earlier than planned.
After the inspection, the City Party Secretary assigned the City People's Committee to direct the sectors (electricity, communications, water supply, drainage) and local authorities to proactively coordinate with the Construction Investment Project Management Board of Hai Phong traffic and agricultural works to speed up the construction progress and complete the project in December 2025. Leaders of agencies, units, and localities are personally responsible for delays in the work in charge of their agencies, units, and localities. Construction must ensure quality and synchronization, cutting and cutting of roads and sidewalks is strictly prohibited after completion. The Electricity Company quickly had a plan to move the electric poles on the route.
Regarding summer renovation, Nguyen Binh Khiem Street, currently the site clearance work is still slow, with households encroaching and illegally building, the City Party Secretary assigned the City People's Committee to focus on directing the site clearance work for this project. City and Gia Vien ward police actively participated, increased propaganda and advocacy, urgently implemented all procedures for site clearance of the project, proposed enforcement (if necessary) in accordance with regulations, and soon handed over the entire site to the investor. Hai Phong Transport and Agricultural Construction Investment Project Management Board is ready to prepare all conditions to deploy construction immediately after receiving the handover of the site, striving to complete the project in the third quarter of 2026./.
