On the afternoon of November 12, Vice Chairman of the City People's Committee Tran Van Quan and leaders of a number of related departments, branches and units inspected the work of site clearance and disbursement of public investment capital for a number of key projects in the Binh Giang area, and at the same time grasped the operating situation of the 2-level local government model in Thuong Hong commune.
According to the report of the Construction Investment Project Management Board of Binh Giang region, in 2025 the unit is assigned to implement 35 projects with a total public investment capital plan of more than 353.7 billion VND. In particular, the project of dredging and reinforcing the Sat - Phu agricultural canal, implemented in the areas of Ke Sat, Binh Giang, Duong An communes, up to now Ke Sat commune has handed over 2.2/2.5 km, reaching 88% of the volume; Binh Giang commune has basically completed site preparation; Duong An commune has approved a compensation and support plan and completed payments to households whose rice land was recovered.
Regarding the operation of the two-level local government model in Thuong Hong commune, the team of officials and civil servants of the commune has gradually overcome difficulties and proactively adapted to the new model. From July 1, 2025 to November 12, 2025, the Commune Administrative Service Center received 5,765 dossiers, of which 4,585 were online, and resolved 5,719 dossiers, reaching 99.9% of applications are resolved before the deadline. Concluding the meeting, Vice Chairman of the City People's Committee Tran Van Quan acknowledged and praised the efforts of localities and units in site clearance and disbursement of public investment capital in 2025. However, he emphasized that the workload is still large, the progress of site clearance for some projects is still slow compared to requirements.
Vice Chairman of the City People's Committee requested: Relevant localities need to be drastic and highly focused on site clearance, proactively review and classify problematic cases, promptly resolve them in accordance with regulations, and ensure site handover for project implementation on schedule. The Project Management Board and departments and branches coordinate and support localities in site clearance, project implementation, striving to complete 100% of the public investment disbursement plan according to the city's scenario.
For the operation of local government at 02 levels, the Vice Chairman of the City People's Committee suggested that communes continue to promote the effectiveness of the new government model, improve the quality of service to the people, promote digital transformation and handle administrative procedures online.
The Vice Chairman of the City People's Committee also assigned relevant departments and branches to coordinate and support localities in resolving difficulties and obstacles to ensure that the operations of the two levels of government are increasingly stable and effective, better serving people and businesses.
