Hai Phong City has coordinated with relevant central agencies to submit and receive approval from the Prime Minister for the General Planning Project of Hai Phong city until 2040, with a vision to 2050; Hai Phong city planning for the period 2021-2030, vision to 2050. These are macro management tools and legal basis for the city to continue to effectively implement Resolution No. 45-NQ/TW of the Politburo.

Right from the first days of the year, the City Party Committee, People's Council, and City People's Committee have drastically directed the disbursement of public investment capital; Establish 04 Working Groups to inspect, urge, remove difficulties and obstacles, and promote disbursement of public investment capital in 2023 led by the Vice Chairman of the City People's Committee. As of November 20, 2023, the city's 2023 public investment plan has disbursed 12,795.151 billion VND, reaching 58.42% of the plan assigned by the city, 95.46% of the plan assigned by the Prime Minister, including: disbursed central budget capital is 1,194.127 billion VND, reaching a rate of 87.87%; Disbursed local budget balance capital is 11,601.024 billion VND, reaching a rate of 56.47%. Total foreign investment attraction in the cityc reached 3.5 billion USD, an increase of 68.27% compared to 2022, exceeding the set plan. Domestic investment attraction is estimated at 104 trillion VND, an increase of 208.72% compared to 2022. Total capital mobilized in the area in 2023 is estimated at 319.05 trillion VND, an increase of 11.56% over the same period; Total outstanding loans are estimated at 196.25 trillion VND, up 8.22% over the same period.

Hai Phong City focuses on speeding up the implementation of key traffic projects, soon completing and putting into use important traffic infrastructure works, maximizing design capacity and socio-economic efficiency, some of which are: Project to renovate and upgrade National Highway 10, section from Da Bac bridge to Cau Kien; Investment project to build a road connecting provincial road 354 through Kien Thuy industrial park to the coastal road; Investment project to build a road from the coastal road (km1+00) to Van Bun intersection (Ly Thai To street), Do Son district; Investment project to build a road connecting Lang Am bridge, Ly Hoc commune, Vinh Bao district to the coastal road; Investment project to build and renovate road 359 from Thuy Trieu commune to traffic trunk road KBen Rung urban and industrial area, Thuy Nguyen district; Investment project to build a coastal road section through Hai Phong city and 9km in Thai Binh province in the form of public-private partnership (PPP); Investment project to expand the coastal road through Hai Phong city, from Provincial Road 353 to Thai Binh bridge; Investment project to build Ben Rung bridge connecting Thuy Nguyen district, Hai Phong city and Quang Yen town, Quang Ninh province; Different level traffic intersection project at the intersection of Ton Duc Thang - Mang Nuoc - National Highway 5./.
