The People's Committee of Hai Phong city issued Plan No. 281/KH-UBND dated December 10, 2020 on developing the innovative startup ecosystem for the period 2021 - 2025.

In order to support the operations of startup projects, on May 23, 2023, the Department of Finance signed a cooperation agreement between the Department of Finance and digital platform providers (Viettel, VNPT, MISA). After 8 months of implementation, 876 businesses have received digital signatures for tax and social insurance transactions; There are 71 businesses that have received a support package of 300 electronic invoice numbers. The Department of Science and Technology continues to operate the city's startup support zone at 1 Pham Ngu Lao, Cau Dat ward, Ngo Quyen district. There are 12-15 projects operating regularly here, with support for working space and facilities, support for product improvement consulting, business models, legal advice, business connection support, investment and market expansion. Deploy herTo promote the innovative startup movement at universities, the Department of Science and Technology has supported funding for two startup clubs at Hai Phong University and Vietnam Maritime University. The two schools organized seminars and training sessions to provide students with policy information, orientation, essential knowledge and skills when starting a business. At the same time, we are building and implementing a project to build and develop startup, innovation, and artificial intelligence zones and centers in Hai Phong; Project to build and operate the Center for Innovation and Startup Development, the City's Innovation Startup Zone plays a central role in the Red River Delta.

The city supports 4 startup projects of organizations/businesses and incubates 2 ideas of individuals. Organizing seminars to equip startups with knowledge and experience when participating in capital raising activities, investment cooperation, connecting 20 meetings between startups and investors for startup projects. Combined with experts from PUM organization (Netherlands) to organize 02 seminars on perfecting business models, and introducing startups derived from circular models, circular economy, and green economy. Organized 02 in-depth training classes on innovation with the topic of design thinking for over 100 individuals who are human resources for product development, business at enterprises, university lecturers, start-up groups and individuals in the city./.
