On the morning of July 12, the Standing Committee of the City Party Committee convened the 2nd City Party Committee Conference to review the implementation of tasks in the first 6 months of the year; directions and tasks for the last 6 months of 2025. Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation chaired the Conference.
Attending the Conference were comrades: Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the city's Vietnam Fatherland Front Committee.

In the first 6 months of 2025, the city remains steadfast in implementing the "dual goal": implementing a revolution in organizational structure, maintaining high growth momentum, maintaining social stability and strengthening trust among the people. The city has completed a huge amount of work in organizing the two-level local government apparatus, ensuring smooth, stable and effective operation. The ideology of cadres, civil servants and public employees is basically stable, with absolute confidence in the leadership of the Party and State.
The city's economy recovered and grew quite well. GRDP in 6 months reached 209,668 billion VND, up 11.2% over the same period, ranking 2nd in the country. This is a proud number when Hai Phong city, after consolidation, is the city with the third largest economic scale in the country. Budget revenue reached more than 100,000 billion VND, of which domestic revenue increased by 37.7%, demonstrating the internal vitality of the city's economy after consolidation. Industry and infrastructure continue to be bright spots in economic development. The city completed procedures to establish 08 industrial parks and 02 industrial clusters; Deploying the expansion of Lach Huyen port and Cat Bi airport, preparing conditions for starting the Lao Cai - Hanoi - Hai Phong railway construction investment project in 2025.
Especially the establishment of the southern coastal economic zone of Hai Phong; along with Resolution No. 226 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city, including the mechanism to establish a Free Trade Zone; and it is expected that in the near future a Special Economic Zone will create an important foundation for the city to transform into a modern development model, based on high-tech industry, logistics and international services.
Domestic investment attraction increased sharply, reaching more than 276,000 billion VND, an increase of more than 12 times over the same period. Foreign investment is difficult due to the international situation, but the confidence of domestic businesses shows the new attractiveness of the city after the merger. As well as the city's private economic development policies, trade promotion and business support have brought positive effects. This result confirms that the city's business investment environment continues to be trusted and highly appreciated by businesses.
The fields of culture, health care, education and social security continue to receive close attention and direction, achieving many positive results. The city has successfully organized many large-scale cultural and artistic activities, contributing to preserving and promoting the traditional cultural values of the East - Port land. Education and training are maintained stably; The rate of excellent students passing graduation and entering university continues to be among the highest in the country; Policies to support vulnerable people are deployed synchronously and effectively. These are proof of the harmonious development between economic growth, progress, and social justice in accordance with the spirit of the Resolution of the 13th Congress.
However, economic growth was 0.63 percentage points lower than the yearly target. Some economic targets are still low (below 50% of the year's plan). Attracting foreign direct investment reached over 27%; The output of goods through the port reached over 41% of the yearly plan; Total investment capital implemented in the area reached over 43% of the year plan. The disbursement results of public investment capital are still at a low level. Compensation, site clearance and construction work in some projects have not met the required progress. Production and business activities of the corporate sector face many difficulties in the context of the complicated world situation and the new tariff policy of the United States.
Speaking at the conclusion of the Conference, Secretary of the City Party Committee Le Tien Chau emphasized that the city has basically completed the revolution in rearranging provincial administrative units, establishing a 2-level local government model in accordance with the Central policy. From this point on, the city needs to quickly transition to a state of stable development, focusing all efforts on the key political tasks of 2025 and the following years, with priority given to 3 core goals: Successfully organizing Party Congresses at all levels, creating a solid foundation for the 17th City Party Congress and the 14th Party Congress. Quickly stabilize the organization of the government apparatus at all levels according to the new model, ensuring smooth operations, order and discipline; without interruption, improving qualityserving people and businesses. Maintain economic growth momentum, while taking better care of social security and improving people's lives.
Regarding the tasks for the last 6 months of 2025, the Secretary of the City Party Committee proposed to focus on leading and directing the successful organization of Party Congresses at all levels for the 2025 - 2030 term, striving to complete before August 20, 2025, no later than August 31, 2025. At the same time, carefully prepare for the Fatherland Front Congress and the city's political and social organizations, and the election of the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term. He suggested that each party committee at all levels and each local leader need to organize well the gathering of opinions among the people on congress documents, socio-economic development plans, and local development planning; At the same time, promote information and propaganda work so that people can clearly understand, accompany and proactively participate in the major goals that the city is aiming for in the new term.
Continue to review and overcome initial difficulties and obstacles when operating the new government model. Urgently survey, research and propose to build working headquarters for commune-level administrative units to ensure synchronization, modernity, worthy of its position as the third largest city in the country. Completely complete the implementation of regimes and policies for officials, civil servants and public employees after the merger; Absolutely do not let delays or inadequate benefits of State policies occur. Continue to review housing and transportation needs of officials to continue to have solutions to overcome difficulties for officials working remotely. Urgently survey, propose and report to competent authorities to approve the dynamic traffic project connecting the eastern and western areas of Hai Phong.
The City Party Secretary agreed with the proposal of the City People's Committee on striving to achieve a high GRDP growth rate for the whole year 2025, from 12.35% or more. Therefore, it is required that the entire city's political system must be highly focused, mobilize maximum resources, promptly remove barriers, and organize the drastic and effective implementation of set tasks, to ensure the completion of the 12.35% growth target, contributing to maintaining the leading role in development in the North of the country.
The Secretary of the City Party Committee requested to urgently complete the Plan to implement Resolution No. 226 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city in July 2025. Complete the Project to establish a new generation Free Trade Zone in Hai Phong city in the third quarter of 2025; Specialized economic zone to submit to competent authorities for approval in 2025. Focus on reviewing and adjusting planning according to regulations. Organize the preparation of the General Planning of Hai Phong City and the new Hai Phong City Planning to replace the plans approved by the Prime Minister; Establish lower-level plans in Hai Phong city after consolidation; completed in 2025. Urgently complete financial mechanisms –The budget is consistent with the two-level local government model. It is recommended that the City People's Committee research and propose a budget collection mechanism for localities, thereby assigning specific budget revenue estimates to each locality associated with reasonable regulation rates, encouraging proactive exploitation of local revenue sources, creating motivation to improve the efficiency of budget management and local economic development.
Proactively work with investors in newly established and not yet operational industrial parks, clusters, and seaports to assign progress and responsibilities; strive to start construction in 2025. Strengthen investment promotion activities, strongly develop the private economy, improve intra-industry productivity, and encourage innovation. Successfully organized the Investment Promotion Conference within the framework of the activities of the 3rd APEC Business Advisory Council (ABAC) held in Hai Phong city on July 15, 2025 to promote the investment environment, business policies, and encourage investment and business from APEC economies. Accelerate disbursement of public investment capital, especially with large, regionally linked projects.
The Secretary of the City Party Committee suggested that it is necessary to focus on specific solutions to eliminate poverty according to the national poverty standard (before the merger, the old Hai Phong had eliminated poverty from 2024, 1 year ahead of schedule); Prepare well the content of protection of the Nomination Dossier for the Yen Tu - Vinh Nghiem - Con Son, Kiep Bac relics and landscapes complex at the 47th session of the World Heritage Committee. Carry out tasks serving the development of scientific dossiers to request UNESCO to honor Trang Trinh Nguyen Binh Khiem. Continue to propose the implementation of a comprehensive solution to transform the agricultural production model towards large-scale goods; remove land bottlenecks. Accelerate the progress of waste treatment plant projects using modern technology. Review and propose adjustments, modifications and supplementsng the content of Resolutions and Projects of the City Party Committee and the City Party Committee Standing Committee to suit the context of merging 02 localities such as: (1) Project to improve medical capacity at the grassroots level; (2) Regarding the development of social housing and worker housing; (3) Regarding vocational training and job creation for workers; (4) Build a truly clean, strong, regular, elite and modern Hai Phong City Police force to meet the requirements and tasks in the new situation; (5) Building a drug-free city.
The Secretary of the City Party Committee assigned tasks to the members of the Standing Committee of the City Party Committee. City Party Committee members are Heads of Departments, committees and branches responsible for organizing and implementing tasks according to assigned branches and fields.
