On the afternoon of October 6, the Standing Committee of the City People's Committee Party Committee organized a Conference of the Party Executive Committee (expanded) to summarize the work of the first 9 months of the year, implementing key tasks in the last 3 months of 2025. In the first 9 months of the year, especially the third quarter of 2025, in the newly established condition after the merger and implementation of the 2-level local government model, under the close direction of the City Party Committee, with high political determination and spirit of solidarity and unity, the Party Committee and Standing Committee of the City People's Committee have led and directed drastically, focusing on implementing key tasks and achieving positive results.
From July 1, 2025, after being established on the basis of the merger between the two Provincial and City Party Committees, the City People's Committee Party Committee promptly discussed and agreed to issue decisions and organized a conference to announce decisions on the organization and officials under the City People's Committee Party Committee; Issue documents as a basis for directing implementation so that party committees and organizations at all levels can soon stabilize their organization and operate effectively and smoothly. In the first 9 months of the year, the City People's Committee Party Committee directed the grassroots party committee to establish 8 party organizations; appraised and decided to admit 650 elite people to the party (reaching 58.03% of the assigned target), of which 166 party members in the non-state enterprise sector were admitted out of 210 assigned targets, reaching 79.04%; recognized 417 official party members.To date, the City People's Committee Party Committee has 54 affiliated grassroots party organizations (49 party committees, 5 grassroots party cells), with 1,224 party cells and 54 party party divisions; total 20,449 party members. Political and ideological work and mass mobilization are emphasized; Inspect and supervise the correct implementation of programs and plans.

The Party Executive Committee has focused on leading and directing the synchronous implementation of socio-economic development solutions, achieving many positive and quite comprehensive results: The socio-economy continues to be stable, basically sticking to the growth scenario with many positive results; 9-month GRDP is estimated to increase by 11.59% (in the third quarter of 2025 alone, it will increase by 12.38%), ranking 2nd nationwide and the highest among 6 centrally run cities. Fair investment disbursement reached 66.5% of the capital plan assigned by the Prime Minister, higher than the same period and exceeding the scenario. Industrial production index increased by 15.06%; Total budget revenue reached 145.6 trillion VND, an increase of 30.6% (of which domestic revenue was 80 thousand 856 billion VND, an increase of 41.4%; import-export revenue was 61 thousand 887 billion VND, an increase of 21%); Total realized investment capital 223 thousand 985 billion VND, an increase of 16.5%; The output of goods through the port reached 139 million tons, an increase of 12.4%; Export turnover reached 36 billion USD, up 6.2%; Domestic investment attraction reached 365,065 billion VND, 11.9 times higher than the same period; attracting nearly 11.87 million tourists, an increase of 29%; Revenue from tourism reached 12,354 billion VND. Organized the groundbreaking and inauguration of 24 large and key projects of the city with a total investment of more than 64 trillion VND.
The city actively implements and concretizes Resolution No. 226/2025/QH15 on piloting a number of specific mechanisms and policies; At the same time, develop a proposal to establish a Free Trade Zone, creating a breakthrough development foundation. At the Conference, delegates discussed and clarified a number of socio-economic indicators in the first 9 months of the year that have not reached the growth scenario compared to the whole year target; solutions to speed up the disbursement of public investment capital, especially in units with low and slow rates; Solutions to remove difficulties and obstacles in the organization and operation of the 2-level local government model (difficulties in headquarters, facilities, working equipment and professional human resources).
The delegates also discussed solutions to promote political and ideological education; solutions to develop party members and establish party organizations to ensure completion of targets assigned by the City Party Committee in 2025; Solutions to improve the quality of inspection and supervision of the cell; Improve the quality of cell activities in the spirit of Directive 50-CT/TW dated July 23, 2025 of the Secretariat on continuing to innovate and improve the quality of cell activities in the new period.
