Hai Phong City Department of Finance solicits comments on the draft Decision to abolish Decision No. 3187/2016/QD-UBND of the City People's Committee promulgating detailed regulations on a number of contents on investment in the form of public-private partnerships under the authority of the Hai Phong City People's Committee.

• Decision No. 3187/2016/QD-UBND of the People's Committee of Hai Phong city was issued to guide the implementation of Decree No. 15/2015/ND-CP on investment in the form of public-private partnership (PPP). However, this Decree has now expired and has been replaced by the Law on Investment under the public-private partnership method and its guiding documents. Therefore, the repeal of Decision No. 3187/2016/QD-UBND is necessary to ensure the consistency and suitability of the legal system.
• Implementing the provisions of the Law on Promulgation of Legal Documents in 2015 (amended and supplemented in 2020) on consulting with affected subjects and relevant agencies, organizations and individuals in the process of developing legal documents, Hai Phong City Department of Finance - the agency assigned to preside over the drafting, organized to collect comments on the draft Decision. decided to abolish Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the People's Committee of Hai Phong city.
