After one month of officially implementing the two-level local government model, Hai Phong city has recorded many positive results, clearly shown in streamlining the apparatus, improving the efficiency of government operations and the quality of service to people and businesses.
The system of Public Administrative Service Centers (TTPVHCC) from city to commune level has initially promoted its nuclear role in administrative reform and digital transformation. At the city level, the Public Administration Center (located in Hoang Dieu ward and Le Thanh Nghi ward) has received and resolved nearly 1,900 administrative procedures belonging to 13 departments, branches, branches, and vertical organizations; In the first month of operation, the Center welcomed 6,858 citizens and received 8,306 applications. At the same time, the Center received and processed 462 feedback and recommendations related to administrative regulations; Of which, 322 complaints have been resolved and the results made public; 140 complaints are continuing to be processed.
The city's Public Health Center has actively applied information technology in management, administration and provision of public services. Specifically, all daily, weekly, monthly, quarterly and annual reports are electronic on the City Reporting System; Report forms on the status of receiving and processing documents are provided online, ensuring intuitiveness and convenience in tracking and monitoring. The Center also coordinates with the Department of Science and Technology to deploy solutions to simplify the online payment process and integrate the progress of administrative procedures on the Zalo application to create maximum convenience for people and businesses. At the same time, electronic records tracking books and electronic results return books have been integrated for the City and Commune Public Administration Service Centers.
At the commune level, localities have arranged the working headquarters of the TTPVHCC, publicized the address, hotline phone number and fully posted 328 administrative procedures under their authority, creating favorable conditions for individuals and organizations to access and carry out administrative procedures, as well as give feedback and recommendations. The brand identity of commune-level public administrative centers is installed synchronously and uniformly according to the guidance of the Government Office. Communes, wards, and special zones have basically arranged functional areas according to reasonable procedures, convenient for guiding, receiving, and returning results of administrative procedures. Administrative procedures under the authority to resolve can be built into internal processes, electronic processes on the city's administrative procedure handling information system oraccording to the procedures of the governing ministry and branch, contributing to improving the efficiency of handling work at the facility.
From July 1 to July 28, 2025, the commune-level Public Administrative Center welcomed 253,363 citizens, received 193,414 dossiers, and resolved 149,916 dossiers. Most localities have effectively operated software to handle administrative procedures, connecting and connecting with the National Public Service Portal and the National Database on population and administrative procedures, contributing to increasing transparency and service efficiency.
Along with that, some localities have proactively deployed creative models and methods to improve service quality at the Public Administrative Service Center. Typically, the model of building a Zalo community group "Q&A, online consultation on administrative procedures" in An Phong ward; arrange civil servants and union members to assist and guide citizens right from the entrance gate in Le Chan ward, Chi Minh commune, Hong Chau commune, Tu Ky commune; "No Writing Day" model in An Khanh commune - civil servants assist in writing documents and records for people, except for procedures not allowed according to regulations.
According to statistics from the Government Office, Hai Phong city is continuously in the group of leading localities in the country in terms of the number of documents synchronized to the National Public Service Portal. Specifically: from July 1 to July 15, ranked 4/34 provinces and cities; from July 16 to July 21, ranked 2/34; July 22, ranked 8/34; and from July 23 to July 28, the city rose to the top, ranked 1/34 provinces and cities.
The initial results have confirmed the effectiveness of the two-level local government model in Hai Phong, creating an important foundation for the city to continue promoting administrative reform, building a modern, professional government, serving people and businesses better and better.
To continue perfecting the two-level local government model, the city recommends that the Ministry of Justice urgently fix technical errors in the civil status database, ensuring synchronous and smooth operations on the system. At the same time, it is recommended that the People's Committees of communes and wards focus on updating 100% of records on the information system to handle administrative procedures and focus on improving professional qualifications for officials and civil servants through training classes and fostering professional skills.
From now until the end of 2025, the city sets a goal: at least 60% of administrative procedure documents will be received online; 80% of records are processed entirely in a digital environment; 100% of records are digitized and results are returned electronically; In particular, 100% of administrative procedures related to businesses will be carried out online, regardless of administrative boundaries, contributing to improving service efficiency, transparency in handling administrative procedures and strongly promoting digital transformation in city government operations./.
