Improving the competitiveness index (PCI) in 2025-2026of Hai Phong city
To overcome weaknesses and promote strengths as well as accelerate and create strong breakthroughs in improving the business investment environment, increasing scores and maintaining the top ranking of the PCI index, the City People's Committee has just issued Plan No. 220/KH-UBND dated August 28, 2025 on improving the provincial competitiveness index in 2025 - 2026 of Hai Phong city with the goals and request as follows:
I. TARGET
1. Strive to increase total PCI score to 74 points or more; Maintaining the PCI ranking position of Hai Phong city in the Top 5 of the country.
2. Focus on overcoming and strongly improving scores and rankings for the decreasing component indexes of 2024: (1) Compliance costs; (2) Access to development resources; (3) Fair competitive environment; (4) The dynamism and constructive role of the government; (5) Policies to support businesses and improve labor quality.
3. Strive for the component indexes to reach the following points and ranking positions in 2025:
– 03 indicators: Market entry; Compliance costs; Legal institutions: achieved good scores, from 8.1 - 8.5 points or higher, ranked from 5th - 8th position or higher.
– 07 indicators: Access to development resources; Transparency and accountability; Fair competitive environment; Policies to support businesses and improve labor quality; Driver of sustainable growth and innovation; Scale, efficiency and contribution of the private economy; The dynamism and constructive role of the government: achieved a good score, from 6.7 - 7.6 points or more, ranked from 5th - 15th position or higher.
II. REQUEST
1. Governments at all levels continue to promote dynamism, pioneering and transparency; dedicated and responsible civil servants with the desire to innovate, be creative, dare to think, dare to do, dare to take responsibility in the spirit of "Acting decisively - Dedicated to serving businesses".
2. The team of officials and civil servants must change drastically in attitude, responsibility, increase initiative, style of performing public duties, assign "clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority"; Friendly communication with people and businesses.
3. Departments, committees, branches, and People's Committees of communes, wards, and special zones must raise awareness and responsibility of civil servants about the importance of the provincial competitiveness index (PCI) for the development and position of Hai Phong city.
4. Departments, committees, branches, and People's Committees of communes, wards, and special zones regularly update, monitor results, and find solutions to achieve the highest scores for the Index of serving people and businesses in implementing administrative procedures and providing public services (on the National Public Service Portal - https://dichvucong.gov.vn/p/home/dvc-trang-chu.html).
5. Create the best conditions for businesses to quickly enter the market; continue to rectify and drastically innovate strongly and liberally in granting conditional business licenses in the city.
6. Effective implementation of models:
6.1. Model "Connecting Conditional Business License procedures" to support businesses when carrying out procedures for granting Conditional Business Licenses at Departments, branches, branches and People's Committees of communes, wards and special zones.
6.2. "SUCCEED TOGETHER" model (English name: Succeed Together) to support and care for investors and businesses throughout the process of production and business activities, creating the most favorable conditions for investors and businesses to develop sustainably.
7. Create and upgrade models to effectively support businesses in administrative procedures, especially supporting the implementation of online public services associated with digital transformation applications.
8. Accelerate and make efforts to reform administrative procedures, digital transformation, and simplify paperwork.
9. Build trust between government levels and the business community.
10. Harmonize economic development and develop an environmentally friendly business ecosystem.
11. VCCI - Northern Coastal Branch, business associations and businessmen enhance their roles and responsibilities for the city in building and criticizing policies and regulations on administrative procedure reform.
Heads of departments, branches, branches, Chairmen of People's Committees of communes, wards, special zones and leaders of relevant agencies and units implement the implementation. Quarterly and annually, agencies send reports to the Department of Finance for general synthesis and reporting to the City People's Committee./.
