On the afternoon of August 11, Standing Vice Chairman of the City People's Committee Le Anh Quan inspected and inspected the implementation of a number of key traffic projects, including: Investment project to build resettlement areas to serve the Lao Cai - Hanoi - Hai Phong railway construction investment project and Ring Road 2 construction investment project, Tan Vu - Hung Dao - Bui Vien road section. Also joining the delegation were representatives of leaders of relevant departments, branches, units and localities.
The investment project to build a resettlement area to serve the Lao Cai - Hanoi - Hai Phong railway construction investment project is implemented in the following areas: Duong Kinh ward, An Khanh commune, An Hung commune, Kien Thuy commune and Kien Hai commune. In particular, the resettlement area in Duong Kinh ward has an area of 74,853.9 m², total investment of 283.9 billion VND, expected to start construction on August 19.
>The Ring Road 2 project, section Tan Vu - Hung Dao - Bui Vien street was started in early March 2025. However, due to problems in site clearance, the progress of construction and installation packages has not met requirements. Specifically: Package No. 19 (construction of Tan Vu intersection and the section to the beginning of Lien Ward intersection) reached 5% of the plan; Package No. 20 (from Lien Ward intersection to Hai Thanh overpass intersection) reached 19.1%; Package No. 21 (from the end of Hai Thanh overpass intersection to the beginning of Bui Vien street overpass intersection) was just handed over on July 20; Package No. 22 (construction of Bui Vien street intersection) reached 11%; Bidding package No. 23 (construction of technical infrastructure in the resettlement area) has completed contractor selection. Currently, construction units are mobilizing machinery,human resources to receive the site and carry out construction.
To ensure disbursement and construction progress, at the meeting, the Hai Phong Transport and Agricultural Construction Investment Project Management Board requested the People's Committees of Hai An, Hung Dao, Kien An wards and the Regional Project Management Board to urgently speed up site clearance work, creating conditions for contractors to carry out construction.
Representatives of the local government and the Project Management Board of Hai An, Duong Kinh and Kien An areas affirmed that they will take drastic action and commit to handing over the site in September.
Through inspection and listening to reports from representatives of units and localities at the meeting, Permanent Vice Chairman of the City People's Committee Le Anh Quan acknowledged the efforts of Duong Kinh ward, Hai Phong Transport and Agricultural Works Project Management Board, and Duong Kinh Area Project Management Board in speeding up the progress of site clearance, ready to start construction of the Resettlement Area serving the Lao Cai - Hanoi - Hai Phong railway project on April 1. August 19, 2025, this is one of the city's three key projects among a total of 80 key projects and works held to start and inaugurate at 80 online bridge points across the country to celebrate the August Revolution and National Day September 2. Therefore, the Permanent Vice Chairman requested the units to urgently complete the workOrganize, propagate, and mobilize people to agree and hand over the site on schedule.
For the Ring Road 2 Project (Tan Vu - Hung Dao - Bui Vien section), the Permanent Vice Chairman emphasized that this is a key project in 2025, with high capital priority but progress has not met the requirements due to problems with site clearance. The Standing Vice Chairman assigned Hai An ward to urgently pay all compensation, ensure security and order, striving to complete in August 2025; Kien An ward coordinates inventory, approves compensation plans, and develops enforcement plans for cases of intentional non-handover; Hung Dao Ward and the Duong Kinh Area Project Management Board build a critical path to develop a detailed schedule, complete site clearance as required, review documents, arrange resettlement, consider temporary shelter support for households, and at the same timeCoordinate with Departments and branches to handle proposals on land allocation with payment.
The Permanent Vice Chairman highly appreciated the efforts of the Project Management Board, requested to urgently determine the site needs for each bidding package, urge contractors to receive and construct, and mobilize maximum equipment and human resources./.
