Immediately after the Politburo issued Resolution No. 68-NQ/TW, the Hai Phong City Party Committee directed the thorough implementation of the Resolution to all levels, sectors, business associations, businessmen and a large number of people. At the same time, the Party Committee of the City People's Committee was assigned to direct the City People's Committee to urgently research and develop a draft Action Plan of the City Party Committee Standing Committee. The process of developing the draft has been carefully researched and prepared with the leadership of the Department of Finance and other departments, branches, branches, localities, business associations and the participation of agencies in Hai Duong province (formerly) after 04 times of soliciting opinions to participate in the draft Action Plan, ensuring comprehensiveness as well as being linked to the practical situation in the city.Hai Phong city, feasible for implementation after the province's merger to concretize Resolution No. 68-NQ/TW of the Politburo, Resolution No. 198/2025/QH15 of the National Assembly and Resolution No. 138/NQ-CP, Resolution No. 139/NQ-CP of the Government.
On July 25, 2025, the Standing Committee of the City Party Committee issued Action Plan No. 07-KH/TU dated July 25, 2025, which clearly assigned responsibilities, completion deadlines, and concretized 08 groups of tasks and key solutions of Resolution No. 68-NQ/TW, on the basis of ensuring and closely following the orientation of the Politburo and associated with the practical situation in the city. The action plan issued by the Standing Committee of the City Party Committee will be a lever to promote the city's private economic sector to continuously grow, contributing to the strong growth of the city, creating momentum and increasing attractiveness, creating momentum to attract resources in society and foreign direct investment capital.
The goals in the Action Plan of the City Party Committee are as follows:
– Affirming that the private economy is the most important driving force of the national economy and of Hai Phong city; is a pioneering force in science and technology development, innovation and digital transformation, contributing to successfully implementing the goals in Resolution No. 57-NQ/TW, dated December 22, 2024. The potential and level of science, technology and innovation are among the top 3 provinces and cities in the country.
– Strive to have over 87,000 businesses operating in the city, over 20 operating businesses/thousand people.
– There are at least 03 large enterprises participating in the global value chain.
– The average growth rate of the private economic sector is about 14.5 - 15%/year, higher than the general growth rate of the city's economy; contributing about 43 - 45% of GRDP.
– Creating jobs for about 60 - 62% of the total number of workers.
– Labor productivity increases on average about 9.5 -10%/year.
– Contributes about 55% - 57% of the total domestic revenue budget (excluding land use fees).
Hai Phong city's private economic sector develops rapidly, strongly, and sustainably, actively participating in the global production and supply chain; have high competitiveness regionally and internationally; strive to have over 264,000 businesses operating in the city by 2045; contributing about 50-55% of GRDP.

In parallel with the proposal of the Action Program of the Standing Committee of the City Party Committee, the People's Committee of Hai Phong city proactively directed the Department of Finance and branches to propose the development of a draft Plan of the City People's Committee to implement Resolution No. 138/NQ-CP dated May 16, 2025 of the Government and the Action Plan of the Standing Committee of the City Party Committee to implement Resolution No. 68-NQ/TW, dated May 16, 2025. May 4, 2025 of the Politburo on private economic development to submit to the City People's Committee for promulgation as soon as possible.

On July 26, 2025, the People's Committee of Hai Phong City issued Plan No. 173/KH-UBND to implement Resolution No. 138/NQ-CP dated May 16, 2025 of the Government and Action Plan No. 07-KH/TU dated July 25, 2025 of the Standing Committee of the City Party Committee to implement Resolution No. 68-NQ/TW, dated July 26, 2025. May 4, 2025 of the Politburo on private economic development in Hai Phong city, accordingly, the Plan has set out 63 tasks assigned to Departments, branches and localities to preside over implementation with the motto “clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority”.
Among the 63 tasks, there are a number of specific tasks and solutions of Hai Phong city with the expectation of promoting the development of the private economic sector, contributing to the strong growth of Hai Phong city, including:
– Review the implementation time of administrative procedures under your authority; Proactively propose to reduce administrative procedure processing time by 50% and continue to cut sharply in the following years; Completion time: in IV/2025.
– Complete the task of digital transformation to provide online public services throughout the implementation of land administrative procedures, reducing at least 30% of the time to resolve land lease procedures and issue land use rights certificates to people and businesses; Completion time: in IV/2025.
– Research and apply the “green channel” mechanism to a number of administrative procedures related to investment, construction, and land; Completion time: Quarter IV/2025.
– Research and propose a city budget mechanism that prioritizes investment support in building research centers, technology incubation facilities, science and technology business incubation, innovation and digital transformation of the city using the city's public investment capital; Completion time: First quarter of 2026
– Develop a training program for the city's small and medium-sized business leaders: by 2030, train and foster 3,000 executives, with a focus on training business leaders in the city's strong fields such as seaports, logistics, shipbuilding, industrial park infrastructure, electronics industry, semiconductor industry, high-tech industry; Completion time: First quarter of 2026.
– Advise on the development of a Resolution of the City People's Council on policies to support the conversion of business households to operate under the enterprise model, in which the State provides free digital platforms, shared accounting software, legal consulting services, training on corporate governance, accounting, tax, human resources, and law for small and micro businesses, business households, and individual businesses; Completion time: First quarter of 2026.
– Develop and apply a one-stop shop mechanism in handling administrative procedures for investment projects implemented outside industrial parks and economic zones, completion time: Quarter II/2026.
– Build a connection and information sharing mechanism between the commercial banking system, social policy banks, tax banks, the City's extra-budget financial funds and relevant agencies to increase lending to small and medium-sized enterprises and business households. Completion time: Quarter II/2026.
– Digitize and integrate information about all types of planning in effect in the city on software/applications to serve the public search needs of people and businesses; Update as soon as there are adjustments or additions. There are sanctions to strictly handle acts of delay in publicizing various types of planning after taking effect; Completion time: in 2026.

Initially implementing Resolution No. 68-NQ/TW, from August 1, 2025, Hai Phong city has reduced the time for handling administrative procedures related to production and business activities of enterprises and people's lives within the scope and management functions, which are still valid and applicable at the city and commune levels, by at least 50%./.
