On July 22, 2025, the City People's Committee issued Decision No. 2935/QD-UBND approving the request to develop legal documents, specifically the Decision to abolish Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee promulgating detailed regulations on a number of contents on investment in the form of public-private partnerships. under the authority of the City People's Committee (referred to as the Decision to repeal Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee).
Implementing the direction of the City People's Committee in Decision No. 2935/QD-UBND dated July 22, 2025, the Department of Finance has developed a draft Decision to abolish Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee.
Based on the order and procedures for drafting and promulgating decisions of the Provincial People's Committee, the Department of Finance has issued a document asking for opinions from Departments, branches, units, and People's Committees of communes, wards, and special zones on the content of the draft Decision to abolish Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee. At the same time, the city's Vietnam Fatherland Front Committee is requested to conduct social criticism on the draft.
The Department of Finance has requested the Editorial Board of the City Electronic Information Portal - Office of the City People's Committee to post the draft Decision to abolish Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee. At the same time, the Department of Finance posted the draft Decision to abolishDecision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee on the Department's Electronic Information Portal in a separate section to organize comments.
Based on the participation of the units, the Department of Finance has completed the Proposal and draft Decision to abolish Decision No. 3187/2016/QD-UBND dated December 20, 2016 of the City People's Committee promulgating detailed regulations on a number of contents on investment in the form of public-private partnerships under the authority of the People's Committee of Hai Phong city.
