On this day 71 years ago - October 13, 1945 - President Ho Chi Minh wrote a letter to Vietnam's Industry and Trade community, the letter said "... Currently, the National Union of Industry and Trade is working to do many things for the benefit of the nation. I very much welcome and expect many good results. While other circles in the nation are working hard to win the country's complete independence, the Industry and Trade community must work to build a good economy." economic and financial stability and prosperity.
The Government, the people and I will wholeheartedly help the business community in this construction work. Domestic work and housework always go together. A prosperous national economy means the business of prosperous entrepreneurs..." To promote the role and traditions of the Vietnamese business team, and encourage all social classes to contribute to building and developing businesses, the business team is growing stronger and stronger, meeting the requirements of the industrialization and modernization of the country, at the request of the Chairman of the Vietnam Chamber of Commerce and Industry and the Business Association, on September 20, 2004, Prime Minister of the Socialist Republic of Vietnam Phan Van Khai signed a Decision No. 990/QD-TTg on Vietnamese Entrepreneurs' Day, annually taking October 13 as "Vietnamese Entrepreneurs' Day". The Prime Minister's decision to designate October 13 as Vietnamese Entrepreneurs' Day has profound historical significance - it is the day President Ho Chi Minh sent a letter to the industry and trade community.g Vietnam immediately after the establishment of the Democratic Republic of Vietnam.
The Prime Minister's decision also stipulates that the organization of the annual Vietnamese Entrepreneurs' Day must be practical, economical, effective, avoid formality, and ensure the following requirements:
Educating the traditions of patriotism, self-reliance, and proactive creativity of the business team, encouraging the emulation movement in production and business, improving discipline, ethics, and business culture of businesses and entrepreneurs.
Praise and reward in appropriate forms for businesses and entrepreneurs who do good business, well implement the Party's guidelines and policies, the State's laws and organizations and individuals with achievements in building and developing businesses.
On December 9, 2011, the Politburo issued Resolution 09-NQ-TW on building and promoting the role of Vietnamese businessmen in the period of accelerating industrialization, modernization and international integration. The resolution clearly states the guiding viewpoints, goals, directions, and tasks in building and promoting the role of Vietnamese businessmen as follows:
Regarding the guiding viewpoint: The Politburo affirms: The business team is a force that plays an important role in the cause of industrialization and modernization of the country; Building a strong, capable, qualified, qualified and prestigious business team will contribute to actively improving quality, efficiency, competitiveness, rapid and sustainable development and ensuring the independence and autonomy of the economy; Building a strong team of entrepreneurs in both quantity and quality, improving the qualifications and comprehensive knowledge of businessmen, focusing on improving the moral qualities, civic awareness, social responsibility and national spirit of the business team, contributing to promoting the cause of industrialization, modernization and international integration, developing a socially oriented market economy.institutionalism; Building a strong team of entrepreneurs is the responsibility of the Party, the entire political system and each business and entrepreneur themselves. Building and promoting the role of a team of entrepreneurs must be associated with perfecting socialist-oriented market economic institutions; ensuring the ownership rights and freedom of business of businessmen according to the law, encouraging businessmen to enrich themselves and the country. Strengthen the connection, cooperation, and solidarity of mutual benefit between businessmen, workers, farmers, and intellectuals under the Party's leadership.
Regarding the goals, directions, and tasks of building and promoting the role of Vietnamese businessmen: The Politburo determines as follows:
Goal: Build a strong team of entrepreneurs with national spirit, political enlightenment, business culture, high social responsibility, and enough capacity and qualifications to lead and manage businesses operating with quality, efficiency, high competitiveness, close links, and active participation in production networks and domestic and global value chains; constantly developing, striving to have a number of entrepreneurs and businesses with brands reaching the level of Southeast Asia by 2020.
Orientation and tasks: Raise awareness of the role of businessmen in the cause of industrialization, modernization and international integration; Create an equal and favorable production and business environment for entrepreneurs; Support the team of entrepreneurs to expand scale, improve business performance, and encourage the development of entrepreneurs in rural areas; Pay attention and create changes in training and fostering entrepreneurs; Promote ethics, business culture, social responsibility, and national spirit of the business team, building harmonious labor relations; Promoting the role of representative organizations of the business community and entrepreneurial teams; Strengthen the Party's leadership in building and promoting the role of a team of entrepreneurs.
Up to now, after 15 years of the Prime Minister signing the Decision to designate October 13 as "Vietnamese Entrepreneurs' Day" and 5 years of Resolution 09-NQ-TW of the Politburo coming to life, reality has confirmed the historical significance of President Ho Chi Minh's letter to the industry and trade community on October 13, 1945. During this period - the period of international economic integration - President Ho Chi Minh's letter still remains valid, demonstrating his correct guidelines and strategic instructions for affirming the role of businesses and entrepreneurs in building and constructing the country.
Decision No. 990/QD-TTg dated September 20, 2004 and Resolution 09-NQ-TW dated December 9, 2011 have concretized the guidelines and instructions of President Ho Chi Minh with guidelines and policies to encourage business development and promote the role of entrepreneurs; Support and promote Vietnamese businesses and businessmen to develop strongly and confidently, making an important contribution to the country's economic development and international integration.
