(Haiphong.gov.vn) - The City People's Committee has just issued Plan No. 73/KH-UBND to develop a project to continue arranging the administrative units of Hai Phong city according to Conclusion No. 127-KL/TW of the Politburo and the Secretariat.
The plan aims to thoroughly grasp and widely propagate the policy of the Central Government and the City Party Committee on arranging and streamlining the apparatus of the political system, creating changes in awareness, action, determination, and unity of the entire political system from the city to the grassroots, the team of cadres, party members, civil servants, public employees and workers; create trust, consensus and support of the People and public opinion in implementing the Project. Strengthen solidarity, focus on leading, directing, operating and organizing the implementation of local socio-economic development tasks, ensuring the process of arranging and streamlining the organizational structure and not affecting the activities of agencies, units, people and businesses.
Clearly assign tasks, responsibilities and coordination between Departments, branches, branches, and People's Committees at district and commune levels in leadership, direction and organization of project construction; Determine specifically the tasks, roadmap, time, completion progress, and responsibilities of agencies, units, and localities in implementing the Project to ensure timeliness, synchronization, consistency, quality, and efficiency, with the spirit of being proactive, doing, updating, and supplementing the Project according to the guidance, direction, and orientation of the Central Government and the city.
The construction of the Project must ensure objectivity, democracy, science, specificity, depth, and demand, closely following the direction and guidance of the Central Government and close to the local practical situation, in accordance with the planning and strategy of local socio-economic development, historical conditions, traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical and natural conditions, and residential community; Carefully evaluate the impact of the arrangement plan, forecast, identify difficulties and inadequacies that arise and develop specific plans and solutions.
The City People's Committee assigned the Department of Home Affairs to preside over and coordinate with other Departments, committees and branches to advise on the establishment of the City Party Committee's Steering Committee on the arrangement of administrative units at all levels of the city. Reviewing task groups under the authority of the People's Committee and Chairman of the District People's Committee; Proactively propose contents that need decentralization (specify legal documents that need to be amended) and decentralize when implementing the 02-level local government model; Proposing competent agencies to amend and supplement legal documents in the management sector and field to remove bottlenecks, difficulties and obstacles (in the basic direction of transferring tasks to the grassroots level for implementation, tasks that cannot be transferred to the grassroots level need to clearly state the reason). For the plan to arrange commune-level administrative units, report to the city's competent agencies and report to the Ministry of Home Affairs in March 2025; Complete the Project and submit it to the Ministry of Home Affairs, the Government, and the National Assembly Standing Committee in May 2025 (in case the Central Government has other regulations, it will be implemented according to the Central's schedule). For plans and schemes to arrange administrative units at district and provincial levels, it is implemented according to the Central Plan and Instructions.
The City People's Committee requests agencies, units, and localities to promote information, propaganda, and mobilization of cadres, party members, civil servants, public employees, and people to create high consensus and support for the policy of building the Project./.
