(Haiphong.gov.vn) - On the morning of August 15, the Standing Committee of Kien Thuy District Party Committee organized a conference to provide information on site clearance work for the Duong Kinh - Kien Thuy New Urban Area Project.

The Duong Kinh - Kien Thuy new urban area project is located in the administrative boundaries of Hoa Nghia ward (Duong Kinh district) and Dong Phuong and Dai Dong communes (Ken Thuy district), Hai Phong city. The North borders Provincial Road 363, the West borders Ring Road 2, the East borders the urban trunk road, the South borders the Hanoi - Hai Phong expressway. The total land area of the Project is about 240.57 hectares. Of which, the land area in Duong Kinh district is about 107.3 hectares, the land area in Kien Thuy district is about 133.27 hectares (Dong Phuong commune 97.41 hectares; Dai Dong commune 36.07 hectares), involving 983 households and 02 organizations. Estimated population size is 48,000 people.
The project includes low-rise housing, apartment buildings, public works, commercial and service works, schools, medical facilities... about 6,300 commercial housing units with a total estimated investment capital of 23,218 billion VND. The project term is 50 years from the date the City People's Committee decides to allocate land.
Comrade Luu Van Thuy, Deputy Secretary of the District Party Committee, Chairman of the District People's Committee informed about the site clearance work to implement the Project.
The implementation of the Project will contribute to effectively exploiting the current potentials and opportunities to build a modern, civilized urban area, increase employment opportunities, contribute to increasing local budget revenue and improve people's income, creating motivation in the process of economic and social development of Duong Kinh district, Kien Thuy district and Hai Phong city in general. This is the step to concretize the approved construction planning and housing development plan of the city. The early formation of public works, housing, commerce, mixed services... creates new residential and public living spaces for people in the area and the city, promoting the value of land with a beautiful location, helping to renovate a modern, civilized urban area; contributen shifting the local economic structure towards reducing the proportion of agriculture and increasing the proportion of trade and services.
The project is in the case where the State recovers land to implement a socio-economic development project for the national and public benefit to promote land resources, improve land use efficiency, develop modern socio-economic infrastructure, implement social security policies, environmental protection... according to the provisions of Clause 3, Article 62 of the Land Law 2013. The project is not in the case where the Investor must reach an agreement with the person whose land is recovered. according to the provisions of the Land Law.

Implementing the direction of the City People's Committee and District Party Committee, Kien Thuy District People's Committee has highly focused on leading and directing the implementation of project site clearance. Up to now, we have basically completed guiding organizations, households, and individuals with land within the scope of the Project to inventory and declare land and assets attached to land according to regulations.
The District Party Committee and People's Committee have directed the People's Committees of communes to review the land use origins of organizations, households, and individuals; The District People's Committee issued a Decision approving specific land prices for residential land and agricultural land to calculate compensation for households eligible for land compensation; Issue a Decision approving prices for perennial crops to calculate compensation and support. Publicly organize the Draft compensation and support plan for 883 households. Of which, agricultural land (rice cultivation) is 874/883 households; Residential land for 9 households/30 households. As a result of publicizing the plan, many households have not yet agreed because they have opinions that land prices are still low, especially agricultural land prices are still low compared to Duong Kinh district.
On this issue, the District People's Committee has issued reports asking for guidance from the City People's Committee to consider resolving difficulties and inadequacies due to the large difference in agricultural land prices in the same project in Kien Thuy district and Duong Kinh district. The recommendations and proposals of the District People's Committee on resolving the difference in agricultural land prices between the district and the district have no legal basis for the City People's Committee to consider and resolve.
At the Conference, delegates exchanged opinions and recommendations on problems and difficulties in the process of site clearance for project implementation. Comrade Do Duc Hoa, Secretary of the Kien Thuy District Party Committee, respectfully thanked the contributions of the units, localities and press agencies, and requested the district's functional departments and committees to absorb the opinions and do a good job in preparing propaganda content, maximizing the people's rights on the basis of the provisions of law. Secretary of Kien Thuy District Party Committee also asked the Project Investor to consider supporting property relocation for families in difficult circumstances whose land is subject to recovery./.
