On the afternoon of November 13, the XVI City People's Council, term 2021 - 2026, held the 31st session (thematic session) to discuss, consider and decide on a number of important issues within its authority.
Attending the meeting were comrades: Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Le Van Hieu, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the City Fatherland Front Committee; Comrades, members of the Standing Committee of the City Party Committee; leaders of the People's Council and City People's Committee; leaders of departments, divisions and branches.
At the Meeting, delegates of the City People's Council discussed and voted unanimously to pass 11 resolutions:
(1) Plan to use the bonus source exceeding the estimate of revenues divided between the central budget and local budget according to the provisions of the State Budget Law and reinvest according to a specific mechanism.
(2) Adjusting state budget revenue estimates in the area; Local budget revenues and expenditures and local budget allocation in 2025 of Hai Phong city after arrangement.
(3) Regulations on the percentage division of land use fee revenue between budget levels in Hai Phong city.
(4) Adjusting and supplementing the city's medium-term public investment plan for the period 2021 - 2025.
(5) Adjusting and supplementing the City Public Investment Plan in 2025.
(6) Regulations on tuition fees for public preschool and general education establishments in the city from the 2025 - 2026 school year.
(7) Funding support for implementing a number of spending tasks in the field of defense and security in 2025.
(8) Regulating the average increase in income for officials, civil servants, and public employees working in government agencies, the Party, unions, and associations assigned tasks by the Party and State managed by Hai Phong city.
(9) Regulations on support levels for overcoming animal diseases in the city.
(10) Regulate a number of levels of environmental protection spending in the city and specifically delineate environmental protection spending tasks for budget levels.
(11) Regulations on principles, scope, support norms and use of support funds for activities specified in Clause 2, Article 15 of Decree No. 112/2024/ND-CP dated September 11, 2024 of the Government in Hai Phong city.
The resolutions were all passed with high consensus, demonstrating the sense of responsibility and close and timely companionship between the People's Council and the City People's Committee in facing urgent tasks. Thereby, contributing to improving the effectiveness and efficiency of direction and administration of governments at all levels, creating a solid foundation for socio-economic development, ensuring security and improving people's lives.
In closing remarks at the meeting, Chairman of the City People's Council Le Van Hieu stated that at present, the entire city is fiercely directing tasks to complete the set 2025 goals. Therefore, it is required that each agency, unit and locality needs to promote a high sense of responsibility, initiative and creativity in organizing and implementing the resolutions just passed by the City People's Council.
The Chairman of the City People's Council requested all levels and branches to focus on directing and effectively implementing a number of key tasks and solutions: For the group of resolutions that have a direct impact on the completion of socio-economic development targets in 2025, the Standing Committee of the People's Council requested the City People's Committee, Departments, branches and localities to promote the results achieved and learn from the limitations in the past period, to direct the effective implementation of the resolutions. Resolutions were approved, especially in disbursement of public investment capital; proactively adjust capital plans, remove procedural difficulties, and speed up site clearance and project construction progress. In addition, build a Public Investment Plan for the period 2026 - 2030 with inheritance, ensuring synchronization and efficiency.effective, creating a solid foundation for the implementation of medium-term projects in the next phase.
For the group of resolutions on city policies, these are guidelines with practical meaning, directly linked to the city's activities and people's lives. Researching, advising and proposing policies is a difficult task, requiring compliance with the law, ensuring the ability to balance the budget and harmonize the interests of affected subjects. Regarding this, the City People's Committee and advisory agencies have shown a high sense of responsibility, initiative, and creativity throughout the process of building, evaluating, and perfecting policies to promptly issue resolutions. However, after merging the two localities and implementing the two-level local government model, the City People's Committee and departments and branches must deploy a very large amount of work.t large; At the same time, we must research and advise on promulgating many policies in a short time; Therefore, the impact assessment of some policies still has certain limitations. Through inspection reports and contact with voters, it shows that there are still disagreements or other recommendations.
This is a key step that needs regular attention, ensuring that the policy is deployed to the right subjects, meets its objectives and promotes its substantive effectiveness. Therefore, the Standing Committee of the City People's Council suggested that it is necessary to closely monitor the process of implementing resolutions so that each policy issued not only complies with the law but is also realistic through verification of actual results. During that process, if necessary or if any inadequacy arises, appropriate adjustments will be made promptly; clearly demonstrates the government's responsibility to the people of the city, in the spirit of "For the people, by the people and serving the people", contributing to perfecting the policy system in a humane, comprehensive and sustainable direction.
