Pursuant to Clause 2, Article 72 of the Investment Law and Clause 8, Clause 11, Article 100 of Decree No. 29/2021/ND-CP dated March 26, 2021 stipulating the order and procedures for appraisal of nationally important projects and investment supervision and assessment and Decision on approval of investment policy/Investment registration certificate of competent state agencies, Investors have Responsible for preparing periodic reports on project implementation (quarterly, 6-monthly, annually) and sending them to the Department of Finance to summarize the report
City People's Committee.
To grasp the project implementation situation and promptly advise the City People's Committee to direct, resolve and remove difficulties and obstacles for investors during project implementation, the Department of Finance informed the
following content:
1. Require investors implementing projects using land outside economic zones and industrial parks in the city to periodically report on project implementation in the second quarter of 2025 and report on investment monitoring and evaluation.
6 months according to the attached form, specifically:
– Form No. 01: Report on the implementation of investment projects in the second quarter of 2025.
– Form No. 02: Report on supervision and assessment of investment implementation in the first 6 months of 2025 for projects in the investment implementation phase.
– Form No. 03: Report on supervision and assessment of investment implementation in the first 6 months of 2025 for projects that have been completed and are in the exploitation and operation phase.
The report is sent to the Department of Finance (address: No. 6, Hong Bang street, Hong Bang ward, Hai Phong city) before July 25, 2025.
In case the investor does not make the report in accordance with the above requirements and progress, the Department of Finance will summarize and report to the City People's Committee for handling according to regulations.
2. It is recommended that the People's Committees of communes, wards, special zones, and business associations in the city coordinate to disseminate, propagate, and guide investors and members to comply with and well implement the above requirements.
3. From July 1, 2025, the Department of Finance will announce information on the implementation of periodic reporting regime for domestic investment projects using land outside economic zones and industrial parks in Hai Phong city on the Information Portal.
Electronic news of the Department of Finance at: https://sotc.haiphong.gov.vn/. It is recommended that investors proactively update and strictly comply with reporting on project implementation status in accordance with regulations.
