On the morning of June 12, Mr. Do Thanh Trung, Chairman of the Hai Phong City People's Committee, received and worked with a delegation from the Asian Development Bank (ADB) led by Mr. Shantanu Chakraborty, ADB Country Director for Vietnam.
Also attending the meeting were representatives from the Department of Debt Management and External Finance (Ministry of Finance); ADB economic officers and financial and infrastructure experts; and leaders of relevant departments, boards, and sectors of the city.

Speaking at the meeting, Mr. Do Thanh Trung, Chairman of the City People's Committee, expressed his pleasure in welcoming Mr. Shantanu Chakraborty and the ADB delegation to visit and work in Hai Phong. He affirmed that Hai Phong always highly appreciates ADB's accompanying role and active support for the socio-economic development of Vietnam in general and localities in particular through preferential loans, technical assistance, and effective macro-policy advice over many years.
Affirming that many ADB-supported projects in Vietnam in general and Hai Phong in particular have demonstrated practical effectiveness, the Chairman of the City People's Committee expressed his desire that, in addition to the projects proposed by the city, ADB will continue to research and select important projects for investment support in the coming time, ensuring they meet long-term vision and are consistent with the city's and ADB's development strategies in the future.

The city is focusing on promoting the attraction of social resources and investment capital to build a synchronous and modern infrastructure system; in which, it is oriented to strongly develop the transport infrastructure system, seaports, logistics; high-tech industry and international tourism and trade towards green transformation. Concurrently, the city has been focusing on developing skilled human resources to meet the requirements of investors; paying attention to implementing social security policies, etc. The mobilization of diverse financial resources, especially ODA capital from reputable international financial organizations such as ADB, is of significant importance. Hai Phong has proactively reviewed, selected, and developed a list of key infrastructure projects with regional spillover effects to propose cooperation with ADB.

Mr. Shantanu Chakraborty expressed his gratitude for the warm reception from the city leaders; at the same time, he highly appreciated the strong breakthroughs in economic growth rate, administrative procedure reform, and the open investment environment of Vietnam in general and Hai Phong in particular over the past period. He affirmed that in recent years, ADB has cooperated with Hai Phong city through many important strategic projects. In the coming time, ADB wishes to continue extensive cooperation with the city through specific projects with green and sustainable development orientations. He emphasized that ADB always considers Hai Phong as one of the important strategic partners in the key economic region of the North. ADB commits to closely coordinate with central management agencies of Vietnam as well as the city government to promote the preparation and review processes for financing the project portfolio for the 2026 – 2030 period.

The delegates discussed and exchanged views on development cooperation orientations for the 2026 – 2030 period; capital balancing plans, technical structure, site clearance work, as well as legal procedures in accordance with regulations and ADB standards. ADB leaders affirmed that the projects proposed by the city are fully consistent with ADB's priority investment portfolio.

Concluding the working session, the Chairman of the City People's Committee expressed his wish that Mr. Shantanu Chakraborty would continue to be an important bridge, urging ADB's functional departments to promptly take steps, accelerate the approval process for financing, and foster comprehensive, effective, and sustainable cooperation between ADB and the city. The Chairman of the City People's Committee directed specialized agencies to focus on completing official proposal dossiers for projects to ensure progress, timeliness, and optimize access to grants, financing, and preferential loans.
The Chairman of the City People's Committee assigned the Department of Finance as the focal agency, to coordinate closely with the ADB Resident Mission in Vietnam, the Ministry of Finance, and relevant units to complete the project proposal dossier, and submit it to the Prime Minister for consideration and approval as regulated. The Chairman of the City People's Committee requested the Department of Debt Management and External Finance to act as the focal point to report to the Government for consideration to expedite procedural processes, creating maximum conditions for Hai Phong to soon implement projects from ODA support sources in general, and from ADB in particular./.
