On the morning of February 22, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh listened to a report on the implementation of the Hai Phong City Urban Transport Development Project. Also attending were representatives of the World Bank in Vietnam, leaders of relevant departments, branches and localities.
Reporting on the project implementation status, the Department of Transport said the project construction progress reached about 73% of the contract volume. To date, site clearance for the project has reached about 97.6%. Of which: An Duong district handed over about 96.8%; Hai An district handed over about 96.9%; Le Chan, Ngo Quyen, Kien An districts have been 100% handed over. The project has disbursed accumulated IDA capital reaching VND 2,581,730 billion (reaching 74%) and GOV capital disbursement reached VND 1,6972,851 billion (reaching 88%). The Department of Transport is directing the Project Management Board to carry out procedures to soon disburse capital sources for the project.

After listening to the report on the problems in project implementation and discussing with World Bank representatives, Permanent Vice Chairman Nguyen Xuan Binh emphasized: Hai Phong City is determined to fulfill its commitment to the World Bank and soon complete this international project to solve urban problems, especially urban traffic, when the city is on a strong development path. In recent times, the city has fulfilled its responsibilities; Report to competent state agencies to consider and resolve difficulties and obstacles during project implementation.
For site clearance work, the Standing Vice Chairman requested An Duong and Hai An districts to continue to coordinate closely with the City Working Group, City People's Committee Office, and Department of Transport to review all application of policies to the people; Once all policies and regimes have been fully applied, it is necessary to continue to strengthen the mobilization of people to hand over the land. For cases where the policy framework has been applied according to the city's regulations, the recommendations have been mobilized and completely resolved but the premises are still not handed over, measures according to the law will be applied to recover the premises.
Regarding medium-term capital allocation, the Standing Vice Chairman assigned the Department of Planning and Investment to coordinate with the Department of Transport, Department of Finance, Project Management Board, and City People's Committee Office to review and gather complete documents to report to city leaders; At the same time, prepare backup plans to meet the need for project implementation capital.
The Standing Vice Chairman requested the Department of Transport, Project Management Board, and contractors to set up a critical road in terms of capital and ground, and focus on construction so that approximately 13.3 km of the section from Ho Sen Cau Rao 2 intersection to Highway 10 can be opened to traffic before May 13, 2019 under the direction of the Secretary of the City Party Committee. Regarding the issue of resolving people's complaints, the Permanent Vice Chairman requested the competent agencies to review and resolve them promptly and in accordance with the provisions of law.
