On October 9, 2023, the People's Committee of Hai Phong city issued Decision No. 3148/QD-UBND on approving the investment policy of the new urban area construction investment project in Hoa Dong commune, Thuy Nguyen district with some main contents as follows:
1. Project's objective: Invest in the construction of a new urban area with a synchronous system of technical infrastructure, social infrastructure, and landscape; contributing to solving the need for housing with full amenities, meeting the requirements of modern life, commercial and service business activities, healthcare, education, culture and sports in Thuy Nguyen district in particular and the city in general; Improve land use efficiency, promote urban, economic and social development of Thuy Nguyen district to quickly become Thuy Nguyen city directly under Hai Phong city.
2. Project scale:
– Area of land, water surface, and premises expected to be used: 260,718.99 m2.
– Expected scale of construction architecture: Investment in construction of synchronous works according to the 1/500 detailed planning adjustment project Hoang Huy Green River new urban area project and land use rights auction site in Hoa Dong commune, Thuy Nguyen district approved by the People's Committee of Thuy Nguyen district in Decision No. 5906/QD-UBND dated July 14, 2023, specifically:
+ Leveling the ground, building a synchronous technical infrastructure system across the entire land area; construction of technical area; planting trees, creating landscaped water surfaces; Construction of internal roads and public parking lots.
+ Construction of 681 commercial housing units, including: 666 townhouses, 15 townhouses with gardens,
+ Construction of 04 4-storey apartment buildings (social housing), including 252 units.
+ Construction of schools, medical stations, cultural and sports centers, commercial and service areas.
3. Investment capital of the project: 2,844,720 billion VND (Two thousand, eight hundred forty-four billion, seven hundred twenty million VND).
Capital mobilization plan: Investor's capital source.
4. Operational term of the project: 50 years from the date the City People's Committee issued the Decision on winning the auction of land use rights to implement the Project.
5. Project implementation location: Hoa Dong commune, Thuy Nguyen district; The boundary scope is determined according to the area of land used for auction of land use rights (S2) in the Cadastral Extract at scale 1:2000 No. 188/2023-TL dated July 31, 2023 of the Technical Center for Natural Resources - Data, Information on Natural Resources and Environment, Department of Natural Resources and Environment.
6. Project implementation progress:
– Progress of capital contribution and mobilization of capital sources: According to the construction progress of works under the Project.
– Progress of basic construction and putting the project into operation: 06 years from the date the City People's Committee issued the Decision on winning the auction of land use rights to implement the Project.
7. Incentives, investment support and applicable conditions: The project is not eligible for investment incentives according to the provisions of the Investment Law and Decree No. 31/2021/ND-CP dated March 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Investment Law.
8. Form of investor selection: Auction of land use rights according to the provisions of land law.
