On the morning of May 13, Vice Chairman of the City People's Committee Hoang Minh Cuong received a courtesy delegation from Kagawa province, Japan, led by Mr. Ujike Takashi, Vice Chairman of the Kagawa Provincial Council, Japan, to attend the 70th Anniversary of the Liberation of Hai Phong and the Opening of the Red Poinciana Festival in 2025. Also attending were representatives of relevant departments and branches.

At the meeting, Vice Chairman of the City People's Committee Hoang Minh Cuong informed the delegation of some outstanding results in the city's socio-economic development in recent times, and also stated that Japan is currently one of the important investment partners of Hai Phong city, ranked fourth in number of projects and second in total investment capital, with 146 projects and total registered capital of 4.5 billion USD. Investment projects from Japan not only contribute to improving technology content and scientific applications in production, but also play a positive role in promoting exports, creating jobs and increasing local budget revenue.
In particular, on August 29, 2024, Hai Phong city and Kagawa province signed a Memorandum of Understanding to establish cooperative relations, opening up many opportunities to exchange and implement practical cooperation projects in the near future. Currently, the two sides are coordinating to implement the project "Reducing marine waste through the participation of people on Cat Ba Island", sponsored by the Japan International Cooperation Agency (JICA). At the same time, Hai Phong is also preparing to send a group of students to attend the National High School Cultural Festival in Kagawa province, scheduled to take place in July 2025.

The Vice Chairman of the City People's Committee expressed his hope that in the coming time, the authorities of the two localities will continue to coordinate closely to maintain government-level delegation exchange activities; enhance connection and support for businesses; At the same time, promote cooperation in the fields of tourism, culture, education and training.

He highly appreciated the city's socio-economic development orientations, and expressed his deep impression of the strategic vision and outstanding achievements that Hai Phong has achieved in recent times. Vice Chairman of Kagawa Provincial Council also affirmed his desire to further promote cooperation between Kagawa province and Hai Phong city, aiming for practical, effective and sustainable cooperation programs, bringing long-term benefits to both localities.
